- NAICS Code: 511199 The U.S. Environmental Protection Agency (EPA) National Center for Environmental Assessment (NCEA) in Washington, DC intends to award a Purchase Order to Kline & Company, Inc., of Little Falls, New Jersey, under the authority of Federal Acquisition Regulation (FAR) Part13, Simplified Acquisition Procedures. The purpose of this purchase order is to acquire two copies of the 2007 study titled: "Professional Turf and Ornamental Markets for Pesticides and Fertilizers". The North American Industry Classification System (NAICS) code for this procurement is 511199. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Kline & Company, Inc. is uniquely qualified to satisfy the Government's requirement as this report is a proprietary product and they hold the sole rights to its distribution. Furthermore, it has been determined that this report is highly specialized and the major components thereof are not to be found from any other source with the same coverage and precision. Under this Purchase Order, the vendor shall provide: 1) One (1) electronic copy (Access+ format) of the study; and 2) One (1) hard copy of the study. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
