Description
The purpose of this modification to the original Presoliciation Notice posted on 29 April 2008 for the competitive procurement of the FY08 requirements for the Service Life Extension Program (SLEP) of Landing Craft, Air Cushion (LCAC) craft is to revise the Naval Sea Systems Command (NAVSEA) anticipated Request for Proposal (RFP) release date from 14 May 2008 to 23 May 2008. As an administrative convenience, the entire Presolicitation Notice is provided below, with only the anticipated RFP release date changed; there are no other changes included herein. The Naval Sea Systems Command (NAVSEA) and Southwest Regional Maintenance Center (SWRMC) intend to competitively procure the FY08 requirements for the Service Life Extension Program (SLEP) of Landing Craft, Air Cushion (LCAC) craft. Two separate unrestricted Request for Proposals (RFPs), one issued by NAVSEA, the other issued by SWRMC, are planned for release in Spring 2008 leading to the award of two firm fixed price contracts. This announcement only addresses the NAVSEA procurement. A separate announcement will be released to address the SWRMC procurement. NAVSEA intends to issue an unrestricted competitive RFP on or about May 23,2008 for the procurement of SLEPs for two Assault Craft Unit Four (ACU-4) crafts for FY08 with one FY08 option craft with the potential for one option year (FY09) for three additional craft SLEPs. The LCAC SLEP scope of effort includes repair and upgrade of the buoyancy box (structural hull), gas turbine engine replacement, installation of an integrated Command, Control, Communication, Computer and Navigation (C4N) equipment package, and accomplishment of selected craft alterations and repair work. The gas turbine engines will be furnished by the Government. The SLEP effort is to be performed in accordance with Government prepared statements of work, specifications, drawings, work item descriptions, and craft alteration records. Offers will be accepted nationwide. Proposals will be accepted for either on-site work to be performed at ACU-4, Little Creek Naval Amphibious Base, Norfolk VA or off-site at Contractors facilities. Offerors are not restricted to Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) holders. Technical and price proposals will be required. A SLEP FY08 website has been created to provide interested parties an overview of the SLEP program. Responses of interest in this announcement are to be provided via e-mail to Mr. Jeffrey Juger, NAVSEA Contracts, at the following address: jeffrey.juger@navy.mil. The e-mail subject line must be titled "FY08 LCAC SLEP." It is requested that responses be limited to one per company. Responses shall include company name, primary point of contact with full contact information (i.e., mailing address, telephone number, e-mail address), and a list of individuals (including email addresses) requiring access to the SLEP FY08 website. Each individual will receive information concerning website access. Note that website access accounts established prior to 21 March 2008 are no longer valid and require reissue using the above process. Accounts reissued or established from 21 March 2008 to date of release of this notice are still valid.
