Description
THIS SOLICITATION IS ISSUED UNDER AN RFP FORMAT. THE GOVERNMENT INTENDS TO ISSUE A PERFORMANCE-BASED CONTRACT. BELOW ARE THE EVALUATION FACTORS UPON WHICH EVALUATION WILL BE MADE: EVALUATION CRITERIA AND BASIS FOR AWARD 4.1 Award. 4.1.1. Contract award will be made to the responsible firm whose proposal is compliant with the solicitation and is determined to be the best value to the Government, cost and non-cost factors considered. The following evaluation factors and sub factors will form the basis for award. The factors are listed in descending order of importance. Factor A is significantly more important than Factors B and C. Sub factors for Factor A are of equal Value. Factor A: Past Performance Factor B: Experience Sub factor 1: Technical Capability Sub factor 2: Management Capability Factor C: Cost 4.2 Evaluation Criteria 4.2.1. Factor A: Past Performance: Past Performance is a measure of the degree to which an offeror has satisfied its customers in the past, and complied with Federal, State and Local laws and regulations. Assessment of each offeror’s past performance will be subjective and based mainly on reputation with customers and others. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the relative capability of the offeror to successfully meet requirements of the contract. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Evaluators will contact some or all of an offeror’s customers and others, including, but not limited to, Federal, state, and local government agencies, better business bureaus, published media, and electronic databases. Contacts will be asked the following: (1) Whether or not they believe that the offeror was capable, efficient, and effective; (2) Whether the offeror’s performance conformed to the terms and conditions of the contract; (3) Whether the offeror was reasonable and cooperative during performance; (4) Whether the offeror was committed to customer satisfaction. (5) Whether the offeror’s performance is devoid of wage and hour issues, complaints, and/or investigations. Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably for pas performance. However, an offeror with no relevant past performance history, while rated neutral, may not represent the most advantageous offer to the Government and thus may be an unsuccessful offeror when compared to other offerors. Offerors will be required to submit Past Performance information as outlined below or an offeror must affirmatively state that it possesses no relevant, directly related, or similar past performance. 4.2.2 Factor B: Experience: The following sub factors are of equal importance and will be considered in the evaluation of the technical proposals. Each offeror will be required to provide the information associated with the sub factor listed. Sub factor 1: Technical Capability: Offerors will be evaluated based on the following technical capabilities: Proven capabilities and experience in performing facility service work as described in the Section C-1, Scope of Work. Sub factor 2: Management Capability: Offerors will be evaluated based on the following management capabilities: Organizational structure for demonstrating contractual arrangement and lines of authority among key personnel. Specialized experience and professional qualifications of the key personnel in providing comprehensive services. 4.2.3. Factor C: Price: The Government will use the total evaluated price method for evaluation purposes, including options. Price may be the deciding factor for selection, depending upon whether a highly evaluated technical proposal warrants the evaluated cost differential. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The degree of importance of cost increases with the degree of quality of the proposals or when the cost is so significantly high as to diminish the value of the technical superiority to the Government. All others shall be evaluated against the established standards set forth herein.
