Description
This is a sole source to University of Wisconsin, Madison, WI. This is a combined synopsis/solicitation; this announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Support Equipment and Aircraft Launch and Recovery Equipment (ALRE) Engineering Department of the Naval Air Systems Command (NAVAIR) is seeking a provider of on-site technical courses for journeyman engineers that can provide an overview of Electromagnetic and Electromechanical Engineering Principles and Power Electronics Principles, as they apply to the equipment and systems under development by NAVAIR. Key systems under development for use on future ships of the U.S. Navy include the Electromagnetic Aircraft Launching Systems (EMALS), Advanced Arresting Gear (AAG), and the Shipboard Weapons Loader (SWL). Each course should be provided over three consecutive days totaling 24 hours of classroom instruction. The Electromagnetic and Electromechanical Course should cover the following material: 1. Power System Analysis- computation of power, harmonics, non-linearities 2. Electrical Power, Real and Reactive- power factor, power quality, power angle, displacement angle 3. Three Phase Systems- delta and wye, harmonics, power factor correction 4. Electrical Circuits-electric fields, cables, circuits 5. Magnetic Circuits- magnetic fields, energy storage, Faraday’s Law, magnetic materials, magnetic design and analysis 6. Electromechanical Conversion-Maxwell’s equations, electromagnetic induction, Lorentz forces, coupled circuit analysis 7. Transformers- electric/magnetic circuits, fields, equivalent circuit, per phase analysis, per unit normalization 8. Machines- rotating fields, torque and emf, equivalent circuits, modeling techniques, loss calculation methods 9. Inductions 10. DC 11. Reluctance 12. Synchronous 13. Linear. The Power Electronics Principles Course should cover the following material: 1. Power Electronics Basics- Intro to PE and Power Switches, Circuit concept review-Power, PF, 3phase, Power Devices 2. Conversions- AC-DC: Rectification—1ph, 3ph, with load, commutation, DC-DC: Non-isolated and Isolated converters, DC-AC: Modulation, Fourier Analysis, PWM, AC-AC: Cylco-converters and Matrix Converters 3. Advanced Topics- Magnetics Design relevant to PE, EMI-causes and mitigation, Analysis Methods. The course must be provided on-site at the Naval Air Engineering Station, Lakehurst NJ, in a classroom provided by NAVAIR. Course attendance will be limited to 25 students. Students completing the course should be eligible for Continuing Education Credits. The course provider shall be familiar with emerging technologies in the specific applications of interest to NAVAIR Lakehurst including Electromagnetic Linear Motors (EMALS), Turbo-Electric Machinery (AAG), Electromechanical Linear Actuators, (Various ALRE and SE systems), and High Torque Density Motors (SWL), and shall relate the material to those projects. The Electromagnetic and Electromechanical Principles course should be provided within 60 days of ordering. The Power Electronics Course should be provided within 120 days of ordering with an option to hold a second session with 180 days. SOURCE JUSTIFICATION- The NAVAIR Engineering Competency (Code 4.8) personnel with assistance from the Human Resources Office (Code 7.3) have searched vendors who could provide an off-the shelf edition of a course covering this material on-site at Lakehurst. A number of organizations were researched of contacted as potential sources of this training but only one, the University of Wisconsin, Madison, Department of Engineering and Professional Development, could meet the following criteria: a) Ability to provide a course on-site at NAES Lakehurst. b) Familiarity with the emerging technologies in the areas of electromagnetic and electromechanical actuation. c) Familiarity with NAVAIR applications of these technologies. d) Willingness to provide training customized to our programs/technological applications. In addition the University of Wisconsin, Madison is in the unique position of having been involved in efforts supporting the development of both EMALS development and the Electromagnetic Arresting Gear System (ERS- the predecessor to AAG), as well as Office of Naval Research (ONR) all – electric ship programs including Power Electronic Building Blocks (PEBBs), and Advanced Electric Power Systems (AEPS). This notice of intent is not a request for competitive quotes; however, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
