- Selfridge Air National Guard Base, Michigan is soliciting for the award of a contract for services, non-personal, to provide all personnel, equipment, tools, materials, supervision and other items necessary to perform refuse collection, transportation and disposal services, at Selfridge Air National Guard Base, (SANGB) in accordance with all applicable laws, regulations, standards, instructions, commercial practices and as described in the Performance Work Statement (PWS), with focus on safety, sanitation and customer service. The contractor is encouraged and expected to use innovative approaches to effectively and efficiently accomplish this PWS in a timely manner at a reasonable cost, and in a way that fosters pride and ownership in the way the work is performed. The required refuse services shall include but are not limited to: Collection Requirements, Disposal, and Reports and Records. Contractor must be fully qualified in all aspects of the requirement to be considered for award. A Firm-Fixed Priced contract with a performance period of 01 October 2008 through 30 September 2009, with four (4) subsequent one-year option periods covering Fiscal Years 2010-13 is anticipated. This procurement will be awarded under the Small Business Competitive Demonstration Program as unrestricted. The North American Industry Classification System Code (NAICS) is 562111, Solid Waste Collection, and Small Business Concern is defined as a concern whose average annual receipts for the preceding three fiscal years did not exceed $11.5 million. Request for Proposal (RFP) is expected to be issued, through electronic means only, on or about 02 June 2008 at http://www.nationalguardcontracting.org - CD/HARD (PAPER) COPIES WILL NOT BE AVAILABLE. Registration at the site is necessary in order to receive timely notification of any RFP changes. It is anticipated that a Pre-Proposal Conference and Site Visit will be held on or about 11 June 2008, and it is expected that the due date for submission of proposals will be on or about 02 July 2008. Vendors must be registered in Central Contractor Registration prior to the award. See www.ccr.gov for details - this may take up to 2 weeks and requires a DUNS number, so it is highly recommended that interested parties register immediately in order to avoid any delays in award. No facsimile proposals will be considered.
