- Description
- The U.S. Army Space and Missile Defense Command on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD) intends to procure on a sole source basis Electrochemiluminescence (ECL) assays, which include anti-body based ECL MINITubes, antigen-based ECL positive controls, and ECL system reagents that are compatible with M-Series analyzers. ECL assays, including positive controls, and system reagents are used in conjunction with M-Series analyzers to detect Biological Warfare Agents (BWAs). The intended contractor is Roche Diagnostics Corporation, 9115 Hague Road, PO Box 50416, Indianapolis, IN 46250. A Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) type contract will be issued for one (1) base year with four (4) one-year option periods fo the production of ECL assays and system reagents. Roche is the only known source for ECL technology that will work with specialized equipment, M-Series analyzers. The statutory authority permitting acquisition of these items by other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(b)(1)(ii)(A)(B), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This is not a request for competitive proposals. Parties purporting to have the requisite credentials and licensing to provide these supplies without unacceptable delays in fulfilling the agency's requirements must furnish, in writing, factual information, which clearly supports and demonstrates that their facility is sufficiently able to produce the required products.
