Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the requirement detailed below. A formal Solicitation, with Performance Work Statements or Technical Exhibits is not available for review at this time. Information obtained from this sources sought notice may result in a future formal Request for Proposal (RFP). The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. The Air Force SEEK EAGLE Office (AFSEO) Electromagnetic Compatibility/Electromagnetic Interference Team (46 SK/SKI) requires accurate computational tools to support its flight certification activity. Computational Electromagnetic tools aid the AFSEO staff in determining Electromagnetic Compatibility/Electromagnetic Interference (EMC/EMI) and Hazards of Electromagnetic Radiation to Ordnance effects for intra-aircraft and aircraft-stores integration. One principal Computational Electromagnetic Model (CEM) tool used by the AFSEO is General Electromagnetic Model for the Analysis of Complex Systems (GEMACS) because it has many capabilities required by AFSEO. GEMACS is supported by the Computational Electromagnetic Modeling Framework (CEM Framework) for geometry model development, data post processing, and visualization. To realize the full potential of GEMACS and to provide the computational electromagnetic capability that the AFSEO needs to perform its mission, additional modifications, upgrades, and enhancements of GEMACS and the CEM Framework need to be added to the core High Performance Computer (HPC) capability of GEMACS. This current effort is partially sponsored by the Institute for HPC Applications to Air Armament. Institute for HPC Applications for Air Armament (IHAAA) requires specific documentation of their sponsored projects. The principal objective of this contract effort is to provide the ability to solve realistically sized electromagnetic problems of high resolution using distributed memory architecture on HPC at the DoD Major Shared Resource Centers. This objective is achieved by implementing the GEMACS and CEM Framework enhancements. The fundamental goal of this project is to modernize GEMACS and the CEM Framework to allow their full use on HPC systems and to expand their capabilities through the modifications, upgrades, and enhancements. The North American Industry Classification Systems (NAICS) Code for this effort is 541712; size standard in number of employees is 500. Period of performance is TBD. The capabilities package should include information detailing similar efforts currently conducted by firm. In addition to a capabilities package, firms responding to this announcement should include company name, cage code, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and/or women-owned small business. This is a Sources Sought Synopsis for market research purposes only and is not a RFP. No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. Responses submitted should be original and one copy, a maximum of _5_ pages in length, and must be received within no later than 3:00 pm local time on 30 May 2008.
