- The Bureau of Alcohol, Tobacco, Firearms intends to negotiate a sole source award with Wilson Consulting of Odenton, MD for consulting services to assist in investigating other ballistic imaging technology that is more accurate and cost effective. Wilson Consulting will assess current system best practices and make recommendations on ballistic imaging alternatives. Wilson Consulting is uniquely qualified with expertise in implementing and maintaining ballistic imaging systems. The vendor has over fifteen years of experience in developing ballistic data entry and review protocols, as well as an in-depth knowledge of current ballistic imaging systems deployed within the United States. In order to ensure ATF's mission requirements are met in a timely, efficient, and effective manner, the expertise of Wilson Consulting is required. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This requirement will be awarded using Simplified Acquisition Procedures under FAR Part 13.
