Description
US Army Garrison Humphreys Housing Opportunity The United States Army (Army) is pleased to announce the US Army Garrison Humphreys (USAG-H) Housing Opportunity (HHO) and elicit Statement of Qualifications (SOQ) whose requirements will be made available on or about 16 May 2008 via the US Army Corps of Engineers Far East District (FED) Web site: http://www.pof.usace.army.mil/, by clicking on the link entitled, Humphreys Housing Opportunity Statement of Qualification. This is not a request for an offer, quote, proposal, or an invitation for offer. The intent of this synopsis is to notify potential offerors of Step One, Statement of Qualifications, for an eventual Invitation for Offer (IFO) for the USAG-H Housing Opportunity, Pyeongtaek, Republic of Korea (ROK). THE HUMPHREYS HOUSING OPPORTUNITY IS A REAL ESTATE TRANSACTION. THEREFORE, FEDERAL ACQUISITION REGULATION PROCEDURES WILL NOT BE USED FOR THIS OPPORTUNITY. The Army seeks to competitively select a private developer to finance, plan, design, construct, maintain, repair, operate, refurbish, and manage apartment-style family housing facilities on a parcel provided under a Permitted Use Agreement for a portion of USAG-H that would substantially increase the quantity and improve the quality of family housing available for use by Soldiers and their families assigned to USAG-H. The land the Army proposes to make available pursuant to the Permitted Use Agreement is land controlled by United States Armed Forces pursuant to the United States Status of Forces Agreement (SOFA) with the ROK and consists of two separate parcels totaling approximately 142 acres. Specifically, the project calls for approximately 1,000 newly constructed units by 2012 and 1,400 newly constructed units by 2014 for an end state of approximately 2,400 newly constructed units that meet the design criteria as described in the SOQ. The Army does not intend to lease any of the family housing rental units constructed by an Offeror as a result of the USAG-H Housing Opportunity. In addition, the Army will neither guaranty any degree of housing occupancy nor require Soldiers to live in housing made available by the successful Offeror. The source of revenue for the selected offeror will come from individual military service members overseas housing allowance (OHA) monthly basic allowance - exclusive of the utilities allowance portion. The transaction utilizes selection procedures that require Offerors to submit Concept and Approach; Experience; Financial Capability and Capacity; Organizational and Personnel Capabilities; and Past Performance qualification information for Step One of the transaction in the form of an SOQ that is due as indicated in the SOQs requirements. SOQs will be evaluated in Step One to determine which offerors will be invited to submit offers in Step Two of the solicitation through an IFO. The approximate IFO issue date will be 31 July 2008. The Government will then enter into exclusive negotiations with the single selected Offeror whose Offer provides the best quality and value to the Government. Upon successful negotiations, the Government will then enter into a Permitted Use Agreement with the selected Offeror. The estimated closing for this real estate transaction is 16 October 2008.
