- Description
- The National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS) of the Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract, in accordance with FAR Part 12 - Simplified Acquisition Procedures, to Starlims Corporation, 4000 Hollywood Blvd, Suite 515-S, Hollywood, Florida, 33021. Starlims Corporation is the only source that manufactures and distributes the STARLIMS V10, STARLIMS XFD and necessary operational components. The STARLIMS is a unique laboratory information management system that has been developed with a special emphasis on public health preparedness. The STARLIMS system is the only commercially available instrument that incorporates the National Center for Public Health/Public Health Information Network (PHIN) requirements for connecting laboratory systems and system interoperability. The DLS routinely performs a number of biochemical analysis on biological specimens in support of CDC's Congressionally defined roles in response readiness against chemical and radiation terrorism. The capabilities of this product will allow CDC research chemist the capability to manage complex processes, ensure regulatory compliance and promote laboratory and enterprise collaboration. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Starlims Corporation is the only source available to provide a product that meets mission critical requirements. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. Interested organizations may submit their capabilities/qualifications to perform the effort, in writing to Ms. Pamela A. Woodard via email at plw9@cdc.gov with the solicitation number (2008-55354) referenced in the subject line, no later than 5:00 pm Eastern Time, 29 May 2008.
