Description
The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Medical Materiel Center, Europe (USAMMCE), has a requirement to purchase repair parts specific to very specialized oxygen concentration equipment. USAMRAA intends to negotiate a sole source Blanket Purchase Agreement (BPA) for this equipment with Pacific Consolidated Industries (PCI) of 12201 Magnolia Avenue, Riverside, CA 92503-4820. The intent is to make a sole source award pursuant to FAR 6.302-1(a)(2). This is a follow-on contract to the acquisition of highly specialized equipment, and it is likely that award to any other source will result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agencys requirements. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contract Specialist. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. If no challenges are received by 10:00am, EST, May 28, 2008, the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to complete this proposed contract based on this notice is solely within the discretion of the Government.
