Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for the purpose of market research. This notice is NOT a request for proposals nor should it be construed as a commitment by the Government for any other purpose. Any information provided to the Government as a result of this notice is strictly voluntary and will not be reimbursed. The U.S. Army Contracting Command Europe (USACCE), Regional Contracting Office Bavaria (RCO Bavaria), is conducting market research for the purpose of identifying interested parties capable of providing role-playing support services for the 7th Armys Joint Multinational Readiness Center (JMRC), Civilians on the Battlefield (COB) Group. The JMRC/COB provides a realistic training environment for US Army units by replicating various worldwide battlefield conditions of current operations and conflicts. The COB program is responsible for the continuous planning, management, and execution of mission rehearsal exercises for all units training in the Hohenfels Training Area (HTA). The Contractor shall provide all personnel, management, administration, labor, and materials necessary to provide the required COB role-playing support services. All role-players must be able to speak and understand English and the specified target language sufficiently to comply with role-playing assignments and safety instructions. The target languages are German and Modern Standard Arabic. Contractor personnel assigned to perform site manager functions shall speak, read, and write the English language fluently and be able to address matters of a complex nature. The Contractor shall provide COB role-playing services at separate Military Operations on Urban Terrain (MOUT) villages within the HTA and at other training locations throughout Germany. Contractor personnel shall perform various role-playing functions to include foreign civilians and refugees that occupy villages, foreign civilians playing specific roles (local government employees, professional positions, interpreters, laborers, international organizations, etc.), terrorists capable of conducting insurgency operations, and individual soldiers from allied/coalition or enemy forces. Contractor employees shall wear Government-required wardrobe and use various props to portray different roles. Contractor personnel shall be required to follow scripted scenarios designed to have a desired outcome. Instructions on the use of wardrobe/props, blank firing weapons, and role-playing scenarios shall be provided by the Government. The nature of the work requires the Contractor to use flexible employment and scheduling techniques to maximize performance outcomes that adapt to varying workload/scenario requirements. Work will be required outside of normal duty hours to include nights, weekends, and holidays, and may encompass 24-hour operations. Additionally, contractor personnel will be required to operate and live in a field environment for the duration of the exercises. All contractor employees, once assigned to a training village/site, must remain at that location unless otherwise directed. Contractor personnel must be physically capable of performing the services required. The contractor shall be capable of providing female personnel to fill 20% of the total role-players required for individual task orders. In no event shall the contractor have subcontractors working as COB role-players on the requirement. The contractor shall provide all material and services which are necessary to fulfill the requirement. These items include, but are not limited to, civilian clothing, office supplies, computer/printer resources, paper, copiers, washers and dryers, and seasonal items (overshoes, gloves, thermal undergarments, sunscreen, canteens, winter gear, sleeping bags, etc.). Due to the long hours outside and continuous exposure to the elements, the contractor shall ensure that employees are clothed sufficiently to stay warm during all seasons of Bavaria. The Government shall provide the contractor with equipment and materials to include role-specific costumes and props for key role-players, Kevlar or safety helmets, and Multiple Integrated Laser Engagement System (MILES) harnesses. The Government shall also provide services to the contractor to include appropriate billeting (structure or tents) and utilities (heat, water, and electricity) for housing in villages/camps where COBs will live and work during the exercise period. Potable water shall be available at the sites. The Government will provide transportation from the HTA to other training areas via military vehicles and back to the HTA. During exercises, contractor personnel shall be provided with three meals a day, which may include any combination of freshly prepared food served in dining facilities, meals served in a field environment, or commercially prepared pre-packaged US Army field rations (T rations or MREs). The Contractor is responsible for ensuring that each employee conducts himself/herself in a professional, safe, and responsible manner, and at all times acts and performs in accordance with Government directives. Revocation of contractor personnel access to an installation shall not relieve the contractor from meeting all of the terms and conditions of the requirement. Contractor role-players are not allowed to possess personal weapons of any kind, lap-top computers, cell phones, or cameras. Any other items determined to pose a threat or compromise to the mission shall be removed by the contractor supervisor upon direction from the Government. The contractor shall have an approved quality control program that ensures all requirements are met. The contractor shall submit a daily status report during the performance period of the individual task orders. The contractor shall also adhere to established physical security and internal control procedures as directed by Government security officer, as well as federal and local directives and policies. The contractor shall not have access to any documents/information higher than For Official Use Only (FOUO). The contractor shall comply with all Government safety requirements and ensure that reasonable efforts are made to protect persons and property from harm. The JMRC safety policy and Rules Of Engagement (ROE) will be enforced when participating in all exercises. The contractor shall ensure all that all employees are covered by a medical insurance plan purchased by the contractor at all times, including while traveling to and from an exercise, while working on an exercise, or if removed from an exercise because of a medical necessity. The Government requests all interested and capable parties submit a comprehensive description of their companys capabilities and experience in providing similar role-playing support services. Please include specific competencies and a reference list of similar service contracts performed (include contract number, dollar value, description of services, and customer points of contact).
