- Description
- The FISC Norfolk, Philadelphia Division intends to acquire, on a sole source basis, continued development and implementation of an Internet Web-based, Department of Navy Criminal Justice Information System (DONCJIS) on behalf of the Naval Criminal Investigative Service (NCIS) representing the interests of the U.S. Navy (USN) and U.S. Marine Corps (USMC) Law Enforcement, Corrections, Judge Advocate General (JAG) judicial components, and the Defense Incident Based Reporting System (DIBRS) Component Responsible Officials (CRO). This is a requirement for a contractor to provide full life cycle software development services (requirements analysis, project management and planning, design, development, testing, documentation and training, implementation, and post-implementation support) for a new Criminal Incident and Case Management System. The Department of the Navy Criminal Justice Information System (DONCJIS) is an evolutionary next step in the modernization of the Consolidated Law Enforcement Operations Center (CLEOC) and will serve as the Navys cradle-to-grave law enforcement information system by incorporating data on criminal investigations and their associated legal proceedings and correctional records. The primary objective for DONCJIS is to provide a web-based interface for data entry of criminal incident and case data; incorporate business processes and workflow requirements from the law enforcement, investigative, judicial, and corrections user community; enhance the existing systems for US Navy and Marine Corps Law Enforcement, JAG, and Corrections users; provide full data processing and case tracking capabilities from incident to corrections; include in-depth reporting capabilities, data extracts, and statistical analysis of criminal data; and solve limited network bandwidth problems for users who connect to the system via dial-up connections. These development and implementation services are currently being performed by InterImage, Inc. under FISC Contract N00140-05-D-0058 which was competitively awarded as a small business set-aside. This is a cost plus fixed fee type contract on which delivery orders are issued. Due to unanticipated growth of the DONCJIS user population and consequent revisions to the system requirements, the contract ceiling and estimated level of effort has been exhausted. It is therefore necessary to modify the current contract in order to add sufficient ceiling and hours to complete development and implementation of the DONCJIS System thru final system approval. It is estimated that approximately 93,813 additional hours of effort will be added to the contract in order to complete DONCJIS development. The period of performance of the contract is expected to extend thru 31 March 2009 including final system acceptance and initial operations. It is further anticipated that a competitive solicitation will be issued in the near future for the operation and maintenance of the completed DONCJIS system as well as potential future development tasks associated with DONCJIS. The new contract would take over after completion of the current contract. The currently proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contracting action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
