Description
The Naval Surface Warfare Center Panama City intends to issue a sole-source contract to Vehicle Control Technologies (VCT), 1900 Campus Commons Drive, Suite 300, Reston, VA 20191-5464, to perform a hydrodynamic analysis to assess the hydrodynamic performance effects of modifying the nose shape from the present configuration to a hemispherical shape and generate a new hydrodynamic model for use with the autopilot design. Additionally contractor support is required to perform an autopilot analysis, using the new hydrodynamic model, for the various AQS-20 configurations (e.g., single pass shallow, single pass deep, volume, and identification mode) and tow cables (MH-53, MH-60, Remote Minehunting Vehicle) to assess the impact of the modified nose shape on the autopilot performance. This effort is sole source for the following reasons. Vehicle Control Technologies (VCT) has performed all of the mathematic modeling for the AN/AQS-20/A tow body. VCT is the company that created and owns the localizer algorithm. Accurate hydrodynamic analysis of the AN/AQS-20A model is critical to the operation of the AN/AQS-20A. Use of another company to conduct the hydrodynamic analysis may introduce new, or change existing parameters that may induce unacceptable error into the AN/AQS-20A system. Failure to have an accurate hydrodynamic analysis could result in significant damage to the AN/AQS-20A tow body and maybe even loss of U. S. Navy vessels. All deliverables will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018.
