Description
NASA/JSC has a requirement for two novel portable, hand held semiconductor laserbased prototype sensors for the detection, monitoring and quantification of <5ppmv CO,<1ppmv HCN, <1ppmv HCl, and CO2 in the 300ppmv 3% range with ~1 second updaterates.The contract will have three deliverables:1)A prototype gas detection system that demonstrates the QEPAS (Quartz EnhancedPhotoacoustic Spectroscopy) approach for the target gas species.2)A prototype gas detection system that demonstrates the PHOTONS (PhotonicNetworked Sensors) platform for the target gas species.3)A report documenting the key performance metrics including response time,detection limits, and chemical specificity. NASA/JSC intends to purchase the items from Rice Univeristy. Based upon the uniquecapabilities of Rice University in the development of QEPAS (Quartz EnhancedPhotoacoustic Spectroscopy) and PHOTONS (Photonic Networked Sensors) and the successfuldemonstration of prototype systems in hostile environments, the impact of not contractingwith Rice University could jeopardize developing prototype hardware that demonstratesfunction in time to meet flight delivery schedule needs. Failure to contract with Riceeliminates the chance to evaluate QEPAS, and increases the risk that a prototype failsinitially and requires redesign and redevelopment.The Government does not intend to acquire a commercial item using FAR Part 12. Based uponmarket research, the Government is not using the policies contained in Part 12,Acquisition of Commercial Items, in its solicitation for the described supplies orservices. However, interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with a commercial itemwithin 15 days of this notice.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 28, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
