The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. JOB DESCRIPTION: See below General Statement of the Purpose of this Contract and Responsibilities of the Contractor A.STATEMENT OF DUTIES BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in South America, Afghanistan and Pakistan. The Office of Aviation performs this mission using a fleet of 172 fixed and rotary wing aircraft, more than 1200 Contractor personnel and 63 Government and personal service contractor personnel, operating in the United States and various Latin American countries, Afghanistan and Pakistan. PURPOSE:The purpose of this personal service contract position is to serve as the Safety Specialist for Aviation and Ground Safety. This involves providing both aviation and ground safety expertise to INL/A; coordinating safety direction/guidance to and oversight/evaluation of contractor and host nation safety operations activities; coordinating direction and oversight for contractor and host nation aviation/ground safety training/standardization and performing flight duties in rotary-wing/fixed wing aircraft. The incumbent is required to develop, coordinate, and implement aviation and ground safety programs/systems/procedures in support of INL/A counter-narcotics operations. Position reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying INL/A assets within or to OCONUS locations. STATEMENT OF WORK Develop, coordinate, organize and implement a comprehensive Aviation and Ground safety program and safety policies and procedures for INL/A. Perform safety program oversight and evaluation of the aviation support contractor. Perform safety program planning and direction for Contractor and host nation operations. Provide technical direction and oversight for Contractor and host nation safety training. Advise the INL/A Safety Manager regarding matters concerning flight and ground safety. Assist the INL/A Safety Manager in the collection, review, and dissemination of safety related data regarding aviation tactics, techniques, and employment in support of the counter-narcotics mission of INL/A. Maintain staff liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to INL/A operations. Serve as a safety technical advisor to aircraft accident investigation boards. Perform safety and occupational health management for a major government agency, plan, administer, and evaluate a comprehensive 24-hour a day program and serve as a aviation safety and occupational health advisor, analyze and resolve diverse, high safety risk hazards. Assist in the formulation of program aviation, ground and environmental safety and occupational health directives, prevention and control of aviation and ground mishaps, fire protection, promotion of safety education, and implementation of a mishap reporting system including selective incident analysis. Assist the INL/A Safety Manager in the development of safety goals, objectives, and the development of the organizations safety training curriculum. Review proposed equipment procurement and modification requests to insure the inclusion of necessary safety features and oversight. Survey numerous organizational forward operating locations and main operating bases world-wide to determine the organizations compliance with aviation, ground, environmental and OSHA safety standards; devise and implement measures to control or eliminate recognized hazards. Serve as a member of Aircraft Accident/Incident Investigation Boards. Investigate and/or assist in the investigation of employee mishap fatalities and prepare a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, autopsy and pathological reports; summarizes Board findings, develop conclusions and make recommendations for elimination or control of hazards identified. Responsible for the promotion of the organizations safety educational campaigns using posters, pamphlets, and literature through the organizations safety staff and motivates employees to practice mishap prevention procedures for all activities. Minimum Qualification: U.S. citizen, subject to State Department Secret level security clearance; In-depth knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Knowledge of US Industrial Safety Standards, DOD Safety regulations/procedures, OSHA regulations/procedures, DoS Safety regulations/procedures, and NTSB regulations/procedures. Knowledge of the tactical employment of aircraft involved in a counter-narcotics aviation program, including capabilities, limitations and techniques of employment of INL/A aircraft. Must have experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of rotary-wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level safety and flight training activities. Incumbent should have a basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. Successful completion of either the FAA or NTSB Fixed Wing or Rotary Wing Accident Investigators Course is highly desirable. Certification by the Interagency Committee for Aviation Policy (ICAP) as a Safety Officer is desirable. Successful completion of an Approved Aviation Life Support Equipment (ALSE) training program is desirable. Certification in Hazardous Waste Management is desirable. Extensive experience in aviation and ground safety in either U.S. Military or U.S. Civilian organizations and/or a Baccalaureate Degree in Safety Management is highly desirable. Skill as a rotary-wing aircraft or fixed wing pilot required. Certification as a FAA Commercial Pilot, Rotorcraft Helicopter or U.S. Military rated helicopter pilot Experience as a night vision goggle (NVG) pilot in either the UH-1 series or UH-60 series helicopters is desirable. Knowledge of and skill in operation of desktop computer based word processing systems. Knowledge of U.S. Government contract administration procedures is desirable. Knowledge of job hazard analysis and other analytical techniques sufficient to perform mishap investigations and identify causal factors through interviews, study of the sequence of mishap events and environmental circumstances and by review of employee training records. Knowledge of safety and occupational health principles, practices, procedures and standards applicable to a full range of administrative duties sufficient to plan, organize, direct, operate and evaluate an aviation safety and occupational health program involving a wide variety of hazards encountered in an extremely demanding aviation program. Knowledge of communication and human relations techniques sufficient to encourage, persuade, and motivate program employees to observe all program aviation, ground, and environmental regulations. Skill in devising innovative safety procedures to minimize potential for injury or property damage resulting from aviation and ground maintenance activities and weapons and fueling operations. COMPLEXITY The PSC will be required to provides aviation and ground safety management and oversight of U.S. Government, Contractor and host nation safety program personnel, operating in four countries and at multiple forward operating locations. The PSC employee develops and oversees the multi-national/multi-cultural aviation and ground safety training programs, plans, policies, and procedures for INL/A. Coordinates recommendations from staff officers; consults with the INL/A Safety Manager regarding ongoing projects; provides safety program guidance to INL/A staff personnel, Contractor safety personnel, host nation and Program Aviation Advisor operations and safety personnel and oversees implementation of the overall safety program. The PSC employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aviation operations in support of the counter-narcotics mission. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity.. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections. Duties are performed at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. EVALUATION CRITERIA Factor 1. (Contract Oversight / 25%) Offeror’s ability to: a.Provide operational direction and guidance to the contractor for the purpose of supporting the destruction and interdiction of narcotics products into the United States. b.Provide direction and oversight for contractor and host nation ground and aviation safety and training programs. c.Maintain proponency for INL/A safety regulations and procedures. d.Oversee the INL/A Safety program. e.Perform safety oversight and evaluation of contractor ground and flight operations, including reviewing waivers to published directives, reviewing Contractor safety and flight operations procedures, etc. f.Provide comprehensive award term input to the COR regarding contractor safety program activities. Factor 2. (Assist the Office of Aviation Safety manager / 25%). Offeror’s ability to a.Provide safety and occupational health management guidance to and coordination with INL/A and Contractor/Host Nation staff for the purpose of conserving resources. b.Develop safety goals, objectives and safety training curriculum (through the contractor and the Office of Aviation staff) for the purpose of enhancing aerial eradication operations and aerial interdiction operations. c.Survey organizational forward operating locations and main operating bases world-wide to determine compliance with aviation, ground, environmental and OSHA safety standards. Factor 3. (Assist Chief of the Operations Division / 25%). Offeror’s ability to: a.Develop, coordinate, organize, and implement comprehensive safety systems and procedures for the Office of Aviation. b.Collect review and disseminate data on safety related issues regarding aviation tactics, techniques and employment in support of counter-narcotics missions. c.Serve as a member of Aircraft Accident/Incident Investigation Boards. Investigate and/or assist in the investigation of employee mishap fatalities and prepare a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, autopsy and pathological reports; summarize Board findings, develop conclusions and make recommendations for elimination or control of hazards identified. d.Promote the INL/A safety educational campaigns using multi-media, multi-chromatic presentations through the safety staff and motivate employees to practice mishap prevention procedures for all activities. Factor 4. (Experience/Past Performance / 25%). Offeror’s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). B.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
