Description
Grand Portage National Monument; Beaver Study: Collect, analyze, interpret and report data to draw scientifically relevant and statistically rigorous comparison of baseline population and habitat conditions. Work will commence prior to 9/30/2008 and shall be completed by 6/30/2010. The magnitude of this contract is as stated above; the estimated price range is $0--$25,000. Contract shall be awarded to the contractor that offers the best value to the Government, price and other factors considered. The contractor shall: 1) Evaluate all methods and results of all previous aerial census, live trapping, foraging observation and habitat work and identify any pertinent observer or sampling bias.2) Utilize any identified bias to implement appropriate live trapping, habitat and foraging sampling protocols at the boardwalk beaver marsh. Protocols should be sufficient to elucidate any statistically significant differences from the baseline data. 3) Utilize any identified bias to analyze, interpret and report the results of the aerial census, live trapping habitat and foraging sampling.4) Utilize a geodatabase to input all past and present beaver survey data including the survey year, flight date(s), aircraft type, pilot name, observer(s) name, weather conditions, lodge size, coordinates for each lodge, beaver activity notes, and other pertinent survey data. The survey data must be entered by the contractor into an ArcGIS geodatabase and metadata must be entered into the National Park Service dataset catalog. The National Park Service will provide a template for the dataset catalog. 5) To the extent necessary, acquire any original data from the initial investigators. 6a) In standard scientific format, the contractor is to submit a first draft report to Grand Portage National Monument resource management staff 30 days prior to final submission.6b) All draft comments provided by Grand Portage resource management staff must be satisfactorily addressed prior to final submission. 7) Recommend future protocols and methodology for continuing to monitor the beaver population.
