- RFI VA-101-08-RI-0173 Program Management Office Support (PMOS) Introduction: A sources sought notice is being published by the Department of Veteran Affairs (VA). This is a Request for Information (RFI) from potential sources that can provide the Department of Veterans Affairs (VA) with Program Management Office Support (PMOS) to assist the VA Financial and Logistics Integrated Technology Enterprise (FLITE) Information Technology Program. The goal of VA FLITE is for the PMOS Contractor to provide all necessary programmatic support to the FLITE Program such that the Integrated Financial Accounting System (IFAS) is effectively integrated so as to standardize financial management processes and to be compliant with the Financial Management Line of Business (FMLoB) criteria; and that the Strategic Asset Management (SAM) is effectively deployed and successfully implemented across the VA. This goal will be achieved by the contractor providing support to VA staff in managing all aspects of the SAM and IFAS programs to include studies, analysis, support for managing system development and systems engineering, strategic and tactical advice with respect to programmatic issues and identification, organizational change management functions, and monitoring and resolution of any problems or issues that arise with respect to the implementation of the SAM and IFAS project. The PMOS contractor will provide a wide range of services for the Information Technology Program Manager (ITPM) across three (3) comprehensive functional categories. These categories are: 1.Program Management Services, which includes acquisition support 2.Organizational Change Management Services, and 3.Systems Engineering Services. A preliminary review of the requirements indicates that it will be solicited under NAICS code include 541611, Administrative Management and General Management Consulting Services, with a Small Business Size Standard of $6.5M in average annual receipts over the last three years. VA FLITE anticipates the use of performance based contracting leading to the issuance of a Cost Type Contract. Work will be performed principally in the Washington, D.C. and Chicago, Illinois, areas with some need for travel to various VA facilities throughout the U.S. as the SAM and IFAS systems are deployed. The anticipated annual value of the procurement may exceed the small business size standard of $6.5M. The anticipated period of performance will be a base year plus four one-year option periods. The Department is planning to issue a request for proposal within 120 days with a contract award expected by the end of the calendar year 2008. The purpose of this RFI is to gain knowledge of qualified and interested Veteran Owned Small Businesses (VOSB) with experience in the three functional categories and is only for informational and planning purposes. Other categories of small business may also submit responses to provide additional information to VA. Veteran Owned Small Businesses are reminded that they must be registered in the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov before VA can award any contract under VA's Veterans First Contracting Program. This is NOT a formal solicitation; a formal solicitation will be announced separately. In accordance with FAR 15.202(a), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Respondents needing confidential treatment for any proprietary information furnished must mark the documents accordingly. VA is requesting all interested VOSB firms to respond to this RFI with the following information: 1.Name, address, phone and fax numbers, e-mail and website, 2.A list of relevant contracts your firm currently holds or has completed within the last three years 3.A statement as to whether or not your firm has an approved Cost Accounting System (CAS) adequate for Cost Type contracts. If you have an assigned Administrative Contracting Officer for CAS purposes, provide his or her name, address, phone and fax numbers, and e-mail. 4.A statement as to whether or not your firm has approved billing rates for use on Cost Type contracts. 5.Information as to how your firm would manage a requirement of this magnitude and ensure that at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other veteran-owned small business concerns. Responses to this RFI are limited to three (3) pages in total. Please note that responses to this notice will not be returned, nor will respondents be notified of the result of the RFI. Please submit all responses to this RFI via e-mail to PMOS_Sources_Sought_0173@VA.Gov by 5:00pm, EDT May 19, 2008. Please note your response, or lack thereof will not preclude you from being considered for this requirement and the response received will not be reviewed for the purposes of doing a down select. The release of this notice in no way obligates VA to release an RFP or make an award of any type.
