Description
The VA Medical Center in Beckley, West Virginia has an immediate need for on-site mobile Magnetic Resonance Imaging (MRI) and Magnetic Resonance Angiography (MRA) service with scanner with a minima magnetic strength of 1.5 Echo Speed, two (2) days per week. Approximately fifteen (15) patients will be referred each day. Contract period of performance is from June 01, 2008 (or date of award) to September 30, 2008 with (2) one year options if exercised. The Government reserves the right to increase quantity and make multiple awards. VAMC reserves the right to terminate this contract with a 30-day written notice to the contractor in the event services are no longer needed. The Government has estimated that up to 714 (34 per week x 21 weeks) eligible beneficiaries will be referred for services during the contract base period with a possible 10% increase over each contract option period. 1. Contractor shall provide both routine scheduled MRI/MRA procedures and urgent non- scheduled studies that may arise during a scheduled service day. 2. Contractor shall provide on-site services twice per week at the VAMC Beckley. An estimate of 17 patients will be referred each scheduled service day. 3. Services shall be provided between the normal duty hours of 7:00 a.m. to 4:30 p.m. 4. Contractor shall be able to provide emergency services within 2 hours notification from the VA. 5. VA will provide utility hook ups and pad. 6. VA will provide digital hook up for storage of images in the VA PACS system. Contractor will ensure that the hard drive is void of all VA patient data when leaving the premises. 7. Contractor's proposed system must be in compliance with the DICOM conformance statement (version 3.2). 8. Contractor shall provide American Registry of Radiologic Technologist (AART) registered technologists to perform examinations. A background investigation must be completed on each contract employee that has access to sensitive patient data. 9. Contractor shall maintain their own malpractice insurance during the term of the contract at the minimum amounts specified in VAAR Clause 852.237-7. 10. Interpretations will be provided by VAMC (staff or contract) radiologists. The VA radiologists/physicians will be available if the need arises. All emergency codes will be handled/managed by the VA code team at Beckley. 11. VA will provide contrast media. 12. Contractor shall provide hard copies of images, if requested. 13. All services to be performed will be requested and scheduled by authorized VAMC personnel in Beckley. Contractor will be provided the names of these individuals at time of contract award. 14. All patient exam data is purged from Contractor's computer systems once it is verified that exams are viewable on the PACS system at the VAMC. 15. All contractor employees and subcontractors under this contract or order are required to complete the VA's on-line security Awareness Training Course and the Privacy Awareness training course annually. Contractors must provide signed certifications of completion to the Contracting Officer or COTR during each year of the contract. This requirement is in addition to any other training that may be required of the Contractor and subcontractor(s). The NAICS code for this requirement is 621512. Size standard is 12.5 Mil.
