- This is a Service Disabled Veteran-Owned Small Business (SDVOSB) indefinite-delivery/indefinite-quantity contract for providing labor, equipment, material and supervision for roof repair and roof replacement projects at Department of Veterans Affairs facilities located at the VA Puget Sound Health Care System facilities including Seattle Division (1660 Columbian Way, Seattle, WA) and the American Lake Division (9600 Veterans Drive, Tacoma, WA). Task Orders will involve those tasks involved in roof repair and roof replacement such as demolition of existing roofs; roofing insulation, roof related flashing, gutter/downspout repairs / replacement, roof deck repairs/replacement; roof insulation repair or replacement and roof system repair or replacement. This work may involve the temporary displacement of roof top utilities of all kinds that involve mechanical work including electrical work; plumbing; welding; steam fitting, and utility controls. This work may involve the work of removal and replacement of lightning protection systems. There will be two pre-bid site inspections April 29, 2008. The first will be at 9 AM in Building 6 Room 226, American Lake Division, 9600 Veterans Drive, Tacoma, WA. The second site inspection will be 1 PM in Room 111 Building 18; Seattle Division, 1660 South Columbian Drive, Seattle, WA 98108. Task orders may be issued for a period of 1 calendar year from date of award, and the contemplated contract will contain 2 additional 1-year option periods. The guaranteed minimum is $25,000 per year each year (including two (2) option years). Task order shall not include Architect/Engineering services. This procurement is a Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The NAICS Code is 238160 and the Size standard is $13.0 million. Solicitation packages will be available on or about 4/16/2008. This will be a best value procurement based on technical and price related factors. Evaluation factor criteria will be (1) Price/RS Means Co-efficient, (2) Past Performance, (3) Location/Ability to Respond (4) Roofing system capability with Price being highest ranked and the next 3 technical factors being equal to each other. As authorized by FAR 5.102(a)(7), solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. Offerors are advised that they are responsible for obtaining all bid documents and any amendments, and should re-visit the website periodically to look for any updates. Offers are due no later than May 16, 2008 at 3 PM in Room 226, Building 6 at the American Lake Division of the VA Puget Sound Health Care System, 9600 Veterans Way; Tacoma, WA 98493.
