- STRATEGIC METALS BUFFER PILOT IN ACCORDANCE WITH FAR 5.101(a)(1), THIS IS A SYNOPSIS OF A PROPOSED CONTRACT ACTION FOR COMMERCIAL SERVICES. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS ARE NOT BEING REQUESTED. Defense National Stockpile Center (DNSC), Fort Belvoir, Virginia: This is a Commercial Services requirement to acquire the commercial services necessary to establish, maintain, and manage a guaranteed available Buffer inventory of specialty metals (300M and M50) at a Government approved commercial site. The Government shall employ a contracting initiative known as Vendor Managed Inventory (VMI) which will focus on partnering with a producer in the metals industry to provide guaranteed availability and inventory management of these specific specialty metal items. The specialty metals are for selected weapon system repair parts. The parts were identified by the appropriate Department of Defense (DoD) military services as critical go-to-war repair parts. The categories of parts are torsion bars, bearings and landing gear components. Manufacturers of these selected parts indicated they purchase steel only from Latrobe Specialty Steel Company. The Government intends to proceed with a FAR Part 15, Contracting by Negotiation action, with a “Directed”award (sole source) to Latrobe Specialty Steel Company, 2626 Ligonier Street, Latrobe, PA 15650 in accordance with FAR Part 6.302-3, Industrial Mobilization; engineering, developmental, or research capability; or expert services. The resulting contract award shall be Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, with Economic Price Adjustment (EPA) clauses; with a one (1) year base period and four (4) one year option periods. The estimated range for this solicitation, including all option periods, is $500,000.00 - $12,000,000.00. NOTE: The Contractor’s proposed solution(s) to fulfill the above requirement must not adversely affect its ability to contine providing these specialty metals to its current customers which are providing support to the DoD under existing government contract(s). Base Period: Period of Performance (POP) is 12 months from Date of Award. Option Periods: Period of Performance (POP) 12 months from Effective Date of modification exercising FAR Clause 52.217-9, Option to Extend the Term of the Contract. The minimum and maximum quantities are constant for the base period and each option period. 300M Steel Min lbs 504,670 - Max lbs 885,810 M50 Steel Min lbs 187,420 - Max lbs 300,000 This is a 100% Small Business Set-Aside, sole source acquisition.
