Description
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with the University of Thailand Faculty of Engineering, Bangkok, Thailand, for a Fire and Smoke Hazard Mapping System (HMS). NOAA/NESDIS/OSDPD Satellite Services Division (SSD) has created the HMS which is a satellite-based man-machine mix interactive fire and smoke analysis system to provide near real time, quality controlled analysis of fires and smoke in North America. However due to manpower limitations, it is impossible for SSD to do an HMS analysis worldwide even though smoke intrusions from other areas affect North America. To address this problem, and also in accord with the goals of GEOSS (Global Earth Observation System of Systems), the fire and smoke HMS has been exported to collaborators in other parts of the world for use in their regions. However there are limitations to the current HMS (which was developed largely ad hoc, as fire and smoke emergencies arose), and these limitations (1) adversely affect the SSD fire program and (2) limit the ease with which other nations can adopt the system. The King Mongkut's Institute of Technology, Ladkrabang (KMITL) will adopt the system for Thailand, to use the HMS as a basis for the Southeast Asian Satellite-based Fire Mitigation Center that will analyze fires for all of Southeast Asia. The goal is to provide the expertise to create an improved HMS that will reduce or eliminate the limitations described above, thus enhancing SSD and its collaborators' fire programs as well as provide a system more easily integrated into the Southeast Asian Center. Task include: 1) An HMS similar to the existing HMS in NOAA, (but with imagery, gui, etc. appropriate to Southeast Asia) will be set up and used as a comparison at each step as the new HMS prototype is developed. 2) Using MATLAB, geostationary and polar satellite imagery suitable for fire and smoke detection will be displayed in a new prototype system, and imagery manipulation (enhancements, roaming, zooming, etc.) will be optimized for speed and ease of use by analysts. At each step, the quality of the imagery itself and the speed and ease of manipulation in the new prototype will be compared to the existing HMS to determine whether the prototype is indeed better. 3) Additional data will be added as overlays including an automated fire detection algorithm from NASA, landcover information, frequent false fire detects, etc. 4) The analyst will be given the ability to depict fire and smoke locations in the new system. 5) The system will be capable of creating output files in forms useful to many users including shapefiles, jpgs, and ascii. No solicitation will be released for this requirement. If an interested offeror believes it can provide these services based on the Government's requirements, it shall respond within the specified date, to the agency contact point, describing how it can satisfy the Government's needs without causing unacceptable delays, duplicating costs, or failure to meet technical objectives. Interested sources shall submit a written narrative of capability, including detailed technical information and other technical literature, demonstrating the ability to provide the required services in sufficient detail to permit an agency analysis to determine a bona-fide capability to meet the Government's requirements, within 10 days of the publication of this notice or by c.o.b. May 22, 2008. Responses without the required documentation shall be considered non-responsive. No basis for claim against the Government shall arise as a result of this notice or the Government's use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Responses must be submitted in writing (two copies) and must include all information cited herein.
