Description
DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Not responding to this RFI does not preclude participation in any further RFP/RFQ, if any is issued. This RFI is issued to assess the level of interest and capabilities of all small businesses, HUBZone, 8(a), woman-owned and Service Disabled Veteran Owned Small Businesses (SDVOSB) providers who are capable of providing a quote for the following: Requirement - Brand Name or Equal: 1) Compustat Xpressfeed 2) Compustat Xpressfeed Loader Constraints: a. The solution shall provide an automated method to load the data into a SQL Server database to be housed on-site at the OCC and provide comprehensive logging information to verify the integrity of the data. b. Comprehensive documentation of the processes used in creating and updating the dataset and dictionary describing the data fields shall be provided. c. The data set shall be updated at least on a quarterly basis and changes to the data or the inclusion of new data shall be identified in each update. d. Licensing shall allow OCC employees unlimited access to extract and manipulate the data and convert them into other standard database formats. OCC staff reserves the right to share the data sets with other OCC employees, regardless of location. OCC employees also shall be able to make public presentations of their analysis of the dataset, in written, graphical or chart form or to use their analysis of the dataset to publish journal articles, working papers, or other articles. e. Full-service technical support shall be provided to OCC users of the dataset. This may include guiding OCC users through the use of the data. f. The data shall be the complete set of quarterly & annual S&P’s Compustat North American data and shall include its historical data, commonly called Backdata, covering periods from 1950 to present for annual data and 1962 to present for quarterly data. g. The data shall be delivered via an efficient bulk or batch method Instructions: Please note that the OCC IS NOT looking for a quote, merely a capability statement reflecting the technical specifications above. Information submitted will be used for planning purposes only. If interested e-mail your capability statement to the contract specialists stated herein. The Government prefers that all submissions are e-mailed to the point-of-contacts below with the RFI number (CC-08-HQ-I-5344) and contractors name and DUNS listed in the subject block.
