Police Program Advisor, Afghanistan ISSUANCE DATE: 05/12/2008 CLOSING DATE: 06/09/2008 SOLICITATION NUMBER: PSC-07-031 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Any questions may be directed to Margaret A. There are five positions that will be filled from this solicitation. 1. SOLICITATION NUMBER: PSC-07-031-INL 2. ISSUANCE DATE: 05/12/2008 3. PERIOD OF PERFORMANCE: One year from the date of award 7. PLACE OF PERFORMANCE: Kabul, Afghanistan 8. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Kabul, Afghanistan Narcotics Affairs Section Police Program Advisor STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The Police Advisor (PA) will live and work in Afghanistan. Primary location will be the US Embassy compound in Kabul but considerable time may be spent in travel to field locations. Additionally, the PA should anticipate being flexible in deployment location in order to accommodate the needs of the mission as determined by the Director NAS/INL. This may include lengthy or semi-permanent deployments to an INL field locations such as an RTC. The PA reports to the Director of the Narcotics Affairs Section/International Narcotics and Law Enforcement Affairs (NAS/INL) US Embassy Kabul, serving as a police subject matter expert on the full range of law enforcement issues as they relate to stabilization and reconstruction activities in failed or failing states, peacekeeping missions and complex security environments. The PA would provide the technical law enforcement expertise within the NAS and on behalf of INL in interagency settings, for activities aimed at improving INL and broader USG and international capacities to provide law enforcement assistance in stability and reconstruction efforts in Afghanistan. S/he would be responsible for maintaining oversight and evaluation of specific program areas/issues as instructed by the Director NAS/INL as well as providing investigative or other law enforcement skills. S/he would also serve as a resource for the managers of INL/CIV programs already underway, providing expert guidance as needed. SUPERVISORY CONTROLS: The PA will report to Director of the Narcotics Affairs Section, Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Kabul. STATEMENT OF WORK Specific program management responsibilities include: 1. Serve as a police subject matter expert within the Narcotics Affairs Section and advisor on such matters to the Director NAS/INL. 2. Develop, and assist other NAS/INL staff to develop, law enforcement programs for post-conflict and complex security operations which are coordinated with the police, criminal justice and corrections programs. 3. Provide policy analysis and program guidance to the NAS/INL staff, the INL front office, and other Department of State offices upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages. Such guidance may address any of a wide number of issues, such as mission objectives; the size and structure of the international police presence; rules of engagement for international police; coordination with military mission elements; budgeting; development of indigenous policing capacities and institutions; and training plans. 4. Provide policy analysis and guidance to the NAS/INL staff, the INL front office, and other Department of State offices upon request on practical measures to improve U.S. and international capacities to provide police assistance to stability and reconstruction efforts in Afghanistan. 5. Participate in senior-level meetings, seminars, and exercises with USG, Allied and Host National representatives to develop plans/programs for implementation of police assistance and improve INL capacities to respond quickly and effectively when new mission initiatives emerge. 6. Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing CIVPOL and police assistance programs. 7. Participate in and/or lead assessments of current program efforts in regards to law enforcement capacities and structures in Afghanistan, as well as assessments of the impact of ongoing programs; brief those assessments to senior INL and other Department and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions. 8. Represent INL, as needed, at domestic and international conferences on law enforcement aspects of stability and reconstruction operations. 9. Assist with recruitment of law enforcement personnel for INL/CIV programs. 10. Participate in NAS/INL Kabul office meetings. 11. If qualified, provide PSD service to senior NAS/INL staff on an as needed basis. 12. Other duties as requested and assigned by the INL/CIV Director. LEVEL OF EFFORT The level of effort required over the period of this one-year contract is 100%. The position is full-time, with a minimum of 40 hours per week. KNOWLEDGE AND SKILLS REQUIRED Minimum requirements are as follows: 1. U.S. Citizenship. 2. At least 10 years experience in U.S. law enforcement/corrections operations, management, organizational development, planning and/or training. (Time and duties in previous CIVPOL missions will count toward this total) 3. Experience working with the UN or other international organizations overseas in a CIVPOL or related mission. 4. Ability to safely carry, operate and maintain an M4, MP-5, Glock 19 and M9. 5. Ability to obtain DOS-approved security clearance at the Secret level. Preferred qualifications include: 1. Experience in police operations, training and reform efforts in a post-conflict or active insurgency environment. 2. Knowledge of police development in an international environment. 3. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). 4. Excellent oral and written English communication skills. 5. Superior interpersonal skills. EVALUATION FACTORS A. Ability to provide police subject matter and policy guidance to senior level policy makers within the Embassy and INL. (25 points) B. Experience and ability to assess current programs and assist in developing and implementing plans for improving U.S. capacities to implement police assistance programs. (25 points) C. Ability to liaise with members of relevant USG agencies, Host National representatives and the international community in developing and coordinating police programs, as well as to represent INL in these forums. (25 points) D. Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (10 points) E. Experience in working in an overseas high-threat environment. (5 points) F. Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (5 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
