- Notice to Quoter: This is a REQUEST FOR QUOTATION (NOT A PURCHASE ORDER). The Government reserves the right to make award to the vendor whose offer conforming to this RFQ represents the overall “Best Value” in terms of price, technical acceptability, past performance, Iraqi Socio-economic Program, and or other factors. Offers will be evaluated in accordance with FAR 13.106. The Government’s obligation under this contract is contingent upon the availability of funds from which payment for contract purposes can be made. This purchase qualifies for Other than Full and Open Competition in accordance with FAR 6.302-1. All information in this RFQ must be provided. Incomplete or late quotes will not be accepted unless it is in the best interests of the Government. Vendors must be registered on Central Contractor Registration, www.ccr.gov
