Description
THIS REQUEST FOR INFORMATION (RFI) IS FOR PLANNING PURPOSES ONLY AND SHALL NOT BE CONSIDERED AS AN INVITATION FOR BID, REQUEST FOR QUOTATION, REQUEST FOR PROPOSAL, OR AS AN OBLIGATION ON THE PART OF THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES. YOUR RESPONSE TO THIS RFI WILL BE TREATED AS INFORMATION ONLY. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF CONTRACTOR SUBMISSION OF RESPONSES TO THIS ANNOUNCEMENT OR THE GOVERNMENT USE OF SUCH INFORMATION. The Marine Corps System Command (MCSC) is releasing an RFI to survey the commercial market for camera and monitor systems that can be installed on a High Mobility Artillery Rocket Systems (HIMARS) launcher to aid the drivers visibility in the front, sides, and rear of the vehicle. The HIMARS is mounted on a Family of Medium Tactical Vehicle (FMTV) 5-ton truck. The objectives are 1) to improve visibility and situational awareness around the launcher during normal operating conditions and 2) to allow the crew to see while driving in conditions with degraded visibility. The final solution may involve more than one camera type. (For instance, there may be a camera that provides visibility in degraded visibility pointing forward, and less costly day or day/night cameras in other locations.) The final concept will be subject to a cost-benefit evaluation. General Requirements; Allow all-weather driving in conditions of degraded visibility such as rain, fog, haze, snow, freezing precipitation, thunderstorms, salt water spray, sand, dust, darkness, and battlefield obscurants. System should make use of 12 or 24 volts DC vehicle power for operation. System should satisfy requirements of MIL-STD-810F or be able to be ruggedized to survive MIL-STD-810F. Desired Information, General vision enhancement system information, including field of view, camera sensitivity range (measured in lux or footcandles), spectral response range of camera (measured in wavelength (nm)), and day or night limits on operation. Information on available system packaging or available mounting and packaging kits. MIL-STD-810 testing, System power requirements, Operational temperature range, Availability of shielded cables, Screen characteristics, including size and number of available input ports. Any other relevant information on the system(s). The North American Industry Classification (NAICS) Code for this requirement is 333314 Night Vision Optical Manufacturing. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make an offeror ineligible for award. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by providing electronically their commercial/non-developmental brochures or other literature as well as cost and availability data for their Camera Systems that includes instructions and/or drawings as well as cost and availability data to Michelle Bailey, at Michelle.bailey@usmc.mil no later than 1:00 pm eastern standard time on 30 MAY08.
