- The U.S. Department of Commerce, NOAA/OAR/ARL/ATDD, plans to negotiate on a sole source basis, with Hosker Science Services (in accordance with authority 41 of U.S.C. 253(c)(1), to provide scientific and technical support to the Meteorology Working Group in support of the Interagency Nuclear Safety Review Panel established under Presidential Directive NSC-25 for NASA's Mars Science Laboratory (MSL). Contractor should have extensive background on meteorology and dispersion in the Cape Canaveral area. Contractor's background should also include experience with tracer sampling, air surface exchange, building wake effects, urban/rural dispersion variability, and application of these processes in atmospheric transport and dispersion models. Hosker Science Services has an extensive background in the field of atmospheric transport and dispersion. Dr. Hosker is the author of a number of publications currently used in undergraduate/graduate level courses in meteorology and dispersion. Dr. Hosker was the principal investigator for the US Air Force's Model Validation Program which focused on hazardous material releases associated from Titan launch vehicles launch from Cape Canaveral. Based on his extensive dispersion background and familiarity with transport dispersion at Cape Canaveral, DOC/NOAA/ATDD considers Hosker Science Services to be the only known source possessing the knowledge necessary to perform these professional services. The proposed contract for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation, in accordance with FAR 6.302. No written solicitation will be issued. The response shall be no more than 5 pages plus one attachment, and shall include the following: 1. A description of the firm including the following: Business Address; Type of Business; Business Size Standard; Central Contractor Registration Status; Management Structure and Organization Chart; Statement of any Small Business, Small Disadvantaged, Women Owned, Service Disabled Veteran Owned, HubZone or 8(a) Certification, and duration of any such Certification, and a company point of contact (name, position with the firm, phone, fax, and email). 2. The offeror must present evidence that their organization has accomplished this type of project successfully within the past 10 years. Response must include contact information for each project, either completed or in progress, which addresses the requirement contained in this Notice. Contact information must include the organizations name, address, contact person's name and title, phone number, fax number and email address. The Government will not be liable for any costs incurred in response to this request.
