Description
The U.S. Department of Commerce, NOAA/OAR/ARL/ATDD, plans to negotiate on a sole source basis, with Metcorps (in accordance with authority 41 of U.S.C. 253(c)(1), to provide scientific and technical support to the Meteorology Working Group in support of the Interagency Nuclear Safety Review Panel established under Presidential Directive NSC-25 for NASA's Mars Science Laboratory (MSL). Contractor should have extensive background on meteorology and dispersion in the Cape Canaveral area. Contractor's background should also include experience with tracer sampling, air surface exchange, deposition, urban/rural dispersion variability, and application of these processes in atmospheric transport and dispersion models. Mr. Hicks has an extensive background in atmospheric turbulence and diffusion. Mr. Hicks is readily recognized as a world's leading expert in the field of air-surface exchange. Bibliographical searches reveal an extensive publication listing for Mr. Hicks in the field of deposition and resuspension. He has also served as technical expert for the INSRP for NASA's Galileo and Ulysses space missions in the early 1990's. Based on previous mission support to INSRP and the requirement for technical expertise in the field of air-surface exchange, DOC/NOAA/ATDD considers Metcorps to be the only known source possessing the knowledge necessary to perform these professional services. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation, in accordance with FAR 6.302. No written solicitation will be issued. The response shall be no more than 5 pages plus one attachment and shall include the following: 1. A description of the firm including the following: Business Address; Type of Business; Business Size Standard; Central Contractor Registration Status; Management Structure and Organization Chart; Statement of any Small Business, Small Disadvantaged, Women Owned, Service Disabled Veteran Owned, HubZone or 8(a) Certification and the duration of any such Certification and a company point of contact (name, position with the firm, phone, fax, and email. 2. The offeror must present evidence that their organization has accomplished this type of project successfully within the past 10 years. Response must include contact information for each project, either complete or in progress, which addresses the requirements contained in this Notice. Contact information must include the organization name, address, contact person's name and title, phone number, fax number and email address. The Government will not be liable for any costs incurred in response to this request. Reference Request for Quotation (RFQ) Number NRMAC100-8-38738 on quotation and submit by May 19, 2008, to Sharon.Conger@noaa.gov or by fax to 865-576-1327. There will be no acknowledgement by the Government to responses to this Sole Source Notification.
