Description
The Jacksonville District USACE is conducting a market survey to identify qualified firms to provide construction materials testing as part of our construction quality assurance. These services will consist of providing qualified laboratory equipment and field technicians to perform field testing accordance with applicable ASTM, AASHTO, FDOT, CRD, and other sampling standards as applicable. Laboratory and field tests will include, but may not be limited to soils, concrete, and asphalt materials. Laboratory and testing services will be required in central Florida and on both the east and west coasts. These services will be utilized on active Corps of Engineers construction projects and will serve to validate and verify the results of quality control testing performed by the construction contractor. The testing laboratory must be a U. S. Army Corps of Engineers validated testing laboratory and must maintain this validation throughout the term of the contract. In addition, any laboratories subcontracted to perform specific tests must also be Corps of Engineers validated for the specific test being performed. Testing will consist of, but may not be limited to, the following: Aggregates: ASTM C 40, ASTM C 117, ASTM C 127, ASTM C 128, ASTM C 136, ASTM C 142, ASTM C 566, ASTM C 702, ASTM C 75 Concrete and Masonry: ASTM C 31, ASTM C 39, ASTM C 138, ASTM C 143, ASTM C 172, ASTM C 173, ASTM C 1064, ASTM C 42, ASTM C 470, ASTM C 511, ASTM C 617, ASTM C 805, ASTM C 1077, ASTM C 1231, ASTM C 109, ASTM C 1019 Soils: ASTM D 421, ASTM D 422, ASTM D 698, ASTM D 2488, ASTM D 1556, ASTM D 1557, ASTM D 2216, ASTM D 2487, ASTM D 2488, ASTM D 2922, ASTM D 2937, ASTM D 3017, ASTM D 3740, ASTM D 4220, ASTM D 4318 The applicable North American Industry Classification System code is 541380 with a size standard of $11.0 million. Interested concerns that have the capability to provide services as defined above are invited to submit, in writing, a Capabilities Statement with sufficient information to demonstrate that they could successfully perform above described services. Capability Statements shall be limited to 15 pages. Firms must either currently have USACE validations for above listed tests in accordance with ER 1110-1-261 and ER 1180-1-8100, or the capability of obtaining validations prior to any contract award. Firms must provide their current size standard based on the $11.0 million threshold and indicate whether you have a current CCR registration and any special designations, i.e., hubzone, service-disabled, veteran-owned, 8(a) certification, woman owned, etc. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis.
