The United States Government, represented by the Department of State, is seeking applications from U.S. citizens interested in providing the PSC services described in this solicitation. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND. INL/I is part of the Bureau for International Narcotics and Law Enforcement Affairs (INL) in the Department of State. The Bureau is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. The Office of Iraq Programs (I) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in failed or failing states. INL/I has been engaged in efforts with the Government of Iraq (some implemented by the United States Marshals Service) to enhance the protection and security of judges, court personnel, and witnesses, and to improve physical court security. PURPOSE. The Judicial Security Program Manager plays a central role in developing and implementing INL’s court and judicial security programs in Iraq. INL has plans to create an Iraqi service to be known as the Judicial Protection Service (JPS), modeled to some degree after the U.S. Marshals Service, that will ensure the safe conduct of judicial proceedings and protect judges, witnesses, court staff, and court facilities. Under the direction of the Embassy Baghdad INL Director, the Judicial Security Program Manager will generate the specific requirements for personnel and equipment necessary to the contracting of the JPS and other judicial security and protection programs, work with INL’s Resource Management Division to generate Statements of Work, and manage the projects in-country with respect to personnel, budgets, and logistical needs. The incumbent will serve for up to twelve months from the date of hiring and report to the INL Director at Embassy Baghdad, although tasking may also come from INL/I Rule of Law Program Manager/ Division Chief and the Director of INL/I, if authorized by INL-Baghdad Director. The position is located in the INL Office at the U.S. Embassy Baghdad, Iraq. Occasional travel to the Department of State in Washington, D.C., and within Iraq, may also be required. STATEMENT OF WORK. The Judicial Security Program Manager will conduct the following duties and provide expertise as follows: A.Serve as INL Program Manager at Embassy Baghdad, Iraq on court security, judicial security and protection, and development of a judicial security service in Iraq. B.Serve as a judicial security Program Manager at Embassy Baghdad, and in the Office of Iraq Programs in Washington as necessary. C.Develop, coordinate, implement, and oversee strategies, plans, and programs to enhance judicial and witness security and physical court security; develop, coordinate, implement, and oversee organizational development, training, and capacity building in the context of judicial security within a conflict and post-conflict environment. D.In coordination with in-country Contracting Officer Representative/Government Technical Monitor (I-COR/GTM) and the INL Baghdad Rule of Law Coordinator, generate the requirements for personnel, equipment, and training necessary to the creation of a Judicial Protection Service in Iraq, including mission objectives, the size and structure of the service, mechanisms for developing/improving short- and long-term judicial security capacity, training, curriculum development, budgeting, and all other aspects of creating the new organization so that the project can be contracted. E.Assist in identifying, and possibly generating, the training and curricular materials necessary for the establishment of a well-functioning and effective judicial security service and for other judicial security assistance as required. F.Develop and oversee budgets for judicial security assistance. G.Participate in meetings at Embassy Baghdad (and in Washington, if necessary) to develop strategies, plans, and programs for implementation of judicial security assistance. H.Assist with recruitment of personnel for the JPS project. I.Under the direction of the INL-Baghdad Director, provide guidance to the contracted personnel who will implement the JPS project and other judicial security assistance. J.Liaise with personnel from the United States Marshals Service and other US and Iraqi Government agencies as appropriate in connection with the JPS project and other judicial security efforts as directed by the INL Director. K.At the direction of the INL-Baghdad Director, represent INL at meetings in Iraq with Government of Iraq officials to plan and implement judicial security assistance. L.Participate in INL office meetings at Embassy Baghdad and, as necessary, in Washington. M.Keep INL Director-Baghdad and INL/I Program Manager informed and briefed on all activities relating to judicial security assistance. N.Provide policy guidance to contractors on behalf of the INL Director – Baghdad and track the implementation of this policy direction. O.Track judicial security projects to ensure that deadlines on construction, materials acquisition and delivery, delivery of training, and funding are met in a timely manner. P.Provide reports to the INL chain of command on the status of the JPS and report on other INL-Iraq judicial security projects. Q.Make program recommendations to INL on how best to manage judicial security projects in Iraq. MINIMUM QUALIFICATIONS A.U.S. Citizenship. B.At least 3 years experience formulating and managing budgets for significant levels of procurements. C.Experience in developing training programs. D.Basic knowledge of court, judicial, and witness security issues. E.Ability to obtain DOS-approved security clearance at the Secret level. F.Excellent oral and written English communication skills. G.Superior interpersonal skills. PREFERRED QUALIFICATIONS A.Experience working with the UN or other international organizations or experience working overseas. B.Knowledge of court and judicial security systems and infrastructure, for example electronic security systems, perimeter security, access control, closed circuit television surveillance, alarm reporting systems, et cetera. C.Experience working and/or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). D.Experience as a Deputy United States Marshal. E.Arabic language ability. POSITION ELEMENTS A.Guidance, direction, and delineation of policy approaches are broad in nature and jointly developed in discussion with the top INL official in Iraq and other INL senior staff. The incumbent must exercise initiative and independent judgment in carrying out and completing work assignments. B.Effective performance of duties is critical to securing U.S. national security objectives in Iraq. C.Duties require numerous and frequent contacts with local, international, and U.S. entities, including U.S. government agencies and officials, Iraqi Government Ministries and other government officials, civil society leaders, United Nations representatives, and officials from other international organizations. D.The position requires frequent travel within Iraq using varying means of conveyances. Travel is often through underdeveloped areas. Security is a major factor in travel anywhere within Iraq. The incumbent must be physically qualified to live in Iraq and to engage in travel within it. EVALUATION CRITERIA Factor 1. (15 points x ____ = ____) A.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. b.
