Description
This is a modification to the synopsis entitled GODDARD UNIFIED ENTERPRISE SERVICESAND TECHNOLOGY which was posted on March 31, 2008. NASA Goddard Space Flight Center plans to issue a Draft Request for Proposal (DRFP)NNG08230770J for Guest Unified Enterprise Services and Technology (GUEST) Procurement.This procurement is a follow-on effort to some of the requirements currently beingperformed under three separate contract vehicles (NAS5-02038 with INDUS Corporation, NNG07DA01C with Beacon Associates, Inc, andNNG07DA57D with Computer Sciences Corporation). The Information Technology andCommunications Directorate has the responsibility for planning and managing Goddard SpaceFlight Center's IT security, business infrastructure and application development,telecommunications infrastructures, and desktop management. This responsibility encompasses all phases of IT project implementation, design anddevelopment, integration, operations, maintenance, sustaining engineering, dataadministration and management. To develop and manage IT projects (present and future) insupport of center- and agency-wide Projects and Programs.This procurement is an 8(a) set-aside competitive procurement. This procurement is anticipated to result in a Fixed Price Incentive (FPI) (firm target),Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The anticipated period ofperformance is for five years.The Government does not intend to acquire a commercialitem using FAR Part 12.The NAICS Code and Size Standard is 541513.The anticipated release date of the Draft Request for Proposal (DRFP) is revised to midMay 2008. Potential offerors are encouraged to comment on all aspects of the draftsolicitation, as well as identifying any unnecessary or inefficient requirements.Interested parties will be given two weeks to provide comments. Comments on the Draft RFPare not mandatory.The Pre-Solicitation Conference schedule will be released, prior to the DRFP.Potential offerors can access information and documentation in the GUEST ReferenceLibrary. An Interested Parties List has been posted withthis notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for PlanningPurposes (OCT 1997), the Government does not intend to award a contract on the basis ofthe Draft RFP or to otherwise pay for the information solicited. The anticipated releaseof the final RFP is 30-45 days after DRFP release, with proposals due approximately 30days after the final solicitation release date. The use of industry comments to structurethe final RFP is at the discretion of the Government. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities home page ishttp://nais.msfc.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 It is the offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
