- THIS REQUEST FOR PROPOSAL IS AMENDED TO REFLECT THE DUE DATE FOR QUOTES AS MARCH 9, 2008 AT 3:00 P.M. (CDT) AS PREVIOUSLY NOTED IN THE RFQ. This is a combined synopsis/request for quotation for simplified acquisition to be procured in accordance with the Federal Acquisition Regulations, Subpart 13 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT, WITH ATTACHED DOCUMENTS, CONSTITUTES THE ONLY REQUEST FOR QUOTATION; NO OTHER WRITTEN REQUEST FOR QUOTATION WILL BE ISSUED. QUOTES ARE BEING REQUESTED AT THIS TIME. The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to procure construction services for the Elevator Retrofit, Phase I, Atlantic Oceanographic and Meteorological Laboratory (AOML), at Miami, Florida. The Contractor shall provide the material, labor, equipment, and administration to perform the work, which includes: a retrofit on two elevators - the passenger and freight elevators. This is the first phase of a two phase project. The work which shall be done in this procurement is for Phase I which includes short-term upgrades. Phase II, which will be performed in a subsequent procurement action, includes long term upgrades. The STATEMENT OF WORK (included as Attachment A) is as follows: (1) Installation of closed-loop door operator; Minimal moving parts, decrease downtime; Functions identical to vehicle cruise control - Pressure effect is created in hoist-way due to exterior landing on ground (G) level and Provides consistent operating speed and torque, regardless of environmental factors. (2) Installation of American Disabilities Act (ADA) compliant fixtures. These will include new hail buttons installed at new height of 42 inches from the floor to the center of the button station; Installation of audible gong on elevator to announce arrival; Installation of new car operating panel (interior buttons) to integrate ADA compliant emergency phone. (3) Renovation of elevator interiors, which includes: Replacing wall panels, ceiling, and installing handrails on all three sides; Installing stainless steel cladding on interior doors. All workmanship and materials shall be performed in accordance with manufacturer's requirements and shall be subject to the inspection and approval of NOAA. The period of performance is one hundred and fifty (150) calendar days. This procurement is being made under the Simplified Acquisition Procedures, Federal Acquisition Regulation (FAR) Part 13. The Davis Bacon labor rates for the Miami-Dade County, Florida area, under General Decision Number FL080001, dated 3/21/2008, are applicable to this procurement and is included in the RFQ as attachment B. This is a total small business set-aside. NAICS code 238290 applies. The resultant procurement action will be firm-fixed price. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR. In order to register in CCR and ORCA and to be eligible to receive an award for this acquisition office, all bidders must have a Dun and Bradstreet number. Quotes shall be in the following price scheduled format and must be completed and submitted as your offer: CLIN 0001 Retrofit/Upgrades on one Passenger and one Freight Elevator, Quantity (1), Unit (Job ), Price_____________. In addition to price, responsive quotes must include: (1) a cover letter which shall include the firm's contact information including address, phone and fax numbers and e-mail address, (2) certification of registration in the Central Contractor Registration database, (3) a bid bond, and (4) a list of three references of companies for which similar work was completed within the past three years.
