Description
Solicitation No. W81XWH-08-R-0005 will be issued on or about 22 May 2008 and proposals will be due on or about 21 June 2008 at 4:00 p.m. E.S.T. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments ON OR ABOUT 22 May 2008 at the following website: http://www.usamraa.army.mil (click on Products, then Solicitations). The solicitation will also be posted on the Army Single Face to Industry Acquisition Business Website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov or by calling 888-227-2423. This procurement is UNRESTRICTED AND IS NOT set aside for small business concerns. The North American Industry Classification System (NAICS) code for this procurement is 541990 with a size standard of $6.5 million. Scope of Work: U.S. Army Medical Research and Materiel Command (USAMRMC) has a need to develop and maintain chemical information systems and a chemical repository for its drug discovery and development mission. The principal objectives of the project are the receipt, storage, inventory, distribution, documentation, disposal, and control of synthetic compounds, natural products, bulk drugs and formulated drugs. Fundamental to the drug development process is an ability to develop and maintain manual, digital, and imaged chemical information and inventory systems; provide facilities for the maintenance, storage and distribution of chemical samples in the inventory; and to also provide controlled inventory storage of preclinical and clinical lots of samples and of radiolabeled (14C and 3H) chemicals in accordance with appropriate local, state, and Federal Government regulations. This RFP is intended to provide the Division of Experimental Therapeutics of the Walter Reed Army Institute of Research (located in Silver Spring, MD) with a capability for the the maintenance of a large chemical inventory and the chemical and inventory information associated with the approximately 500,000 chemical samples. The development and maintenance of a chemical information system and chemical repository will, at a minimum, meet the requirements of the Controlled Substance Act of 1970. The contractor must also be able to respond rapidly to changing priorities. All offerors must provide a written technical proposal discussing specified technical evaluation factors and cost proposal. Proposals will be evaluated on a best value basis and any resulting contract will be issued as a cost-plus-fixed-fee award for a period of five years.
