Description
Work under this contract shall include engineering analyses, studies, and recommendations, and other services incidental to this work in the areas of (1) engineering and construction management analyses, re-engineering appraisals, and advice; (2) real property management and housing management engineering analyses; (3) engineering and construction personnel and manpower analyses; (4) engineering analyses related to privatization feasibility and optimization (5) specialized engineering and construction-related information systems appraisals and requirement; (6) facilities policy, management, and administration; (7) operation research and modeling; and (8) engineering and construction management-related business process re-engineering; (9) environmental management and remediation; (10) water resource management; and (11) other related topics and issues. The essence of this contract is to maintain an essential engineering analysis capability to support engineering-related management tasks such as USACE overhead rate analysis, analysis of USACE construction quality management processes, assessment of ISO 9000 compliance, analyzing the integration of construction management into the project management business process, supporting USACE as it privatizes its workforce, addressing homeland security-related challenges associated with government and private infrastructure, a wide-variety of other tasks broadly related to construction and engineering activities and related business processes Prime factors are specific expertise, experience, knowledge, and database information on a comprehensive range of USACE and NAVFAC and DoD related construction and engineering-related activities. These include: 1. Design and engineering management business practices knowledge and expertise. 2. Construction management business processes knowledge and expertise. 3. Knowledge and expertise about ISO 9000 rules, policies, and procedures for certification, as specifically related to construction engineering, project management and construction management. 4. Project management business processes expertise. 5. USACE and NAVFAC and DoD planning and design management cost information. 6. USACE and NAVFAC and DoD construction supervision and administration cost information. 7. Knowledge and expertise of Installation Support initiatives and business practices. 8. Design, construction, and support expertise related to manpower management. 9. U.S. construction industry policies and practices and performance trends. 10. USACE financial management policies and processes. 11. USACE contracting management policies and processes specifically related to construction and design. 12. Knowledge and expertise of overseas construction industry policies and practices and performance trends. 13. USACE automated systems and capabilities specifically related to construction, design, and project management. 14. Statistical data on construction management cost for both government and private sector major agencies. 15. Statistical data on design management cost for both government and private sector major agencies. 16. Experience and knowledge of Administrative Contracting Officers policies and procedures in USACE. 17. Experience with the Installation Support Office in relationship to the project and construction management business processes. 18. DOD real property maintenance and housing management expertise. 19. Knowledge and expertise about Corps of Engineers financial management systems and policies and procedures for direct charging direct and overhead costs.
