Description
Description: Project Scope: Design and Construct a Theater Internment Facility (BTIF) with a capacity of approximately 1,000 detainees at Bagram Airfield, Afghanistan. The TIF will meet USCENTCOM and Geneva Convention requirements. Primary detainee facilities include low & high risk detainee units with catwalk, dining area, medical facilities, multipurpose facilities, recreation yards, warehouse, laundry facilities, miscellaneous office spaces, and visitors center. Primary guard facilities include administrative offices, towers, life support, armory, entry control, fencing, and lighting. Supporting facilities include electrical, utilities, mechanical systems, communications infrastructure, pavement, roads, drainage, anti-terrorism measures, information system, and other necessary support. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is four hundred twenty (420) calendar days from contract award with interim construction milestone dates that the contractor will be expected to meet. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-08-R-0052 is 03 June 2008. Tentative date for receipt of proposals is 18 July 2008. A pre proposal conference/site will be tentatively scheduled for 18 June 2008. Tentative date to award the contract is 31 Jul 2008.
