- ****ATTENTION****FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO Cheryl Moore Davis, Contracting Officer, fax: 256-313-4144, CONTRACTING OFFICER. The U.S. Army Aviation and Missile Command (AMCOM), Huntsville, AL proposes to acquire, on a sole source basis from EFW Inc.,the effort to design, test, qualify, and manufacture a plug and play Enhanced Symbology Display Unit (ESDU) that overlays pilotage and targetingaircraft symbology onto Night Vision Goggles (NVGs) in the AH-64 Apache, in both crew stations (Pilot and Co-Pilot Gunner). The proposed technical solution must allow the operator to safely and effortlessly switch between the AH-64 Helmet Display Unit and USDU in flight. It shall require little or no change to existing AH-64D sighting systems, to include Improved Helmet Display Sight System (IHDSS) as well as the Integrated Helmet and Display Sighting System (IHADSS). The Government anticipates acquiring a quantity of 55 ship sets of the USDU with an option for 78 ship sets 15 months after basic contract award, and a second option for 556 ship sets 27 months after basic contract award. The period of performance to complete qualification of this effort shall not exceed 15 months after contract award. No telephone requests will be accepted. The Government intends to award a contract under the authority and justification for Other than Full and Open Competition of 10 U.S.C. 2304 (c) (1), based on the determination that the Government needs can only be satisfied by one source. There is no technical data package available. EFW is the designer and developer of SDU. All responsible sources may submit an offer which shall be considered by the agency.
