Description
This is not a solicitation, but rather a Request for Information. The Information Technology, E-Commerce and Commercial Contracting Center West (ITEC4-W), located at Fort Huachuca, AZ is seeking input from potential sources that can provide Multispectral Fingerprint Capture. Multi-spectral imaging technology captures data from the surface and the subsurface of the fingertip, resulting in superior fingerprint images over a wider range of adverse environmental conditions. Thus, multi-spectral sensors are not dependent on perfect or unobstructed contact with the sensor, quality of ridges, or optimum conditions. Interested parties shall submit a capabilities statement addressing the following items: "Provide a capability statement of delivering a working multispectral sensor for integration into a mobile partner such as the Biometrics Automated Toolset (BAT). Design documentation shall be provided. "Provide a capability statement for delivering one fully functional working model of a multispectral imaging fingerprint capture device that can be integrated with the BAT. This should include delivering a software development kit to enable this integration. "Provide a capability statement for delivering 50 multispectral imaging based fingerprint capture devices that are integrated and compatible with the BAT. Background. Obtaining both biometric and biographical data and enrolling individuals in a database has been the approach taken with the Biometrics Automated Toolset (BAT). Networked by approximately 75 servers, there are approximately 3000 BAT clients in use in OIF and OEF. The BAT system currently captures three biometric measurements: fingerprint, facial recognition, and iris. Current fingerprint readers are prone to poor image quality under a variety of common conditions. Small amounts of contamination or excessively dry or moist skin can hamper or even preclude the capture of an acceptable fingerprint image. Further, a significant percentage of the population has fingerprints that result in consistently poor images because of genetics, poor health, age, or even profession. Ridges are sometimes worn, or they dont have enough collagen to remain firm when pressed on the platen. Conventional optical sensors are also subject to being flooded in direct sunlight and typically cannot handle extremes in temperatures. Interested firms should provide a solution for multi-spectral imaging technology addressing the capabilities referenced in the above bullets. Also interested firms should provide information stating whether this will be a new prototype or equipment currently offered commercially. The purpose of this synopsis is to gain knowledge of interest and capabilities of firms who can support this requirement. If you believe your firm can perform this type of support, the government is interested in receiving a technical capability statement. Technical capability statements can be submitted in your own format and shall be 7 pages or less.
