- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Division intends to issue a Request for Proposals (RFP) for the acquisition of Administrative Management and General Management Consulting services in support of the Naval Criminal Investigative Service (NCIS) Law Enforcement Information Exchange (LInX) Program. These services may include, but are not limited to, integration of law enforcement records and information into the NCIS Multiple Threat Alert Center (MTAC), recommending polices, procedures, best practices and methods for the fusion of law enforcement and intelligence information to provide a more effective threat warning and analysis of terrorism threats to the Department of the Navy, provide consultation, advice and deliverables to NCIS for the development of the expansion of the LInX application support of the Maritime Domain Awareness (MDA) program, foster the foreign law enforcement relationships, develop working relationship documents, determine interface requirements and obtain signatures on a Memorandum of Understanding and support NCIS in the development of the NCIS Information Sharing Office by providing strategic recommendations and possible courses of action to include development of the infrastructure, polices and processes to incorporate all aspects of information sharing initiatives engaged in by NCIS into one office for better more efficient and effective agency level information sharing coordination. Services shall be performed at the contractors facility and/or government furnished facility. This requirement is a follow on effort to existing contract N00189-07-F-Z392 with the Center for Strategic Management of Severna Park, MD. It is intended to award either a Labor Hour Indefinite delivery, Indefinite Quantity, non-commercial items type contract or a Cost Plus Fixed Fee, Indefinite delivery, Indefinite Quantity, non-commercial items type contract under which task orders shall be issued. The base year of services are estimated to commence 01 Oct. 2008 and continue through 30 Sept. 2009 with two, twelve month option periods. The applicable NAICS code for this requirement is 541611. This acquisition will be conducted as a 100% small business set aside. The RFP shall require the submission of a technical proposal as well as a price proposal. RFP N00189-08-R-Z022 will be made available electronically, upon its release, at http://www.neco.navy.mil. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR).
