Description
RFI VA-798-08-RI-0006 Office of Rural Health, Studies and Analysis Group This document serves as a sources sought, for market research purposes, and is not a solicitation. The information received from this announcement will be used for planning purposes only. The Government will not make any award with the information received in response to this announcement. The Department of Veterans Affairs (VA) has a strong commitment to providing healthcare services to all veterans. The NAICS code for this acquisition is 541611 Administrative Management and General Management Consulting Services with a size standard of 6.5 million dollars. The Director of the Office of Rural Health (ORH) is responsible for developing policy, building partnerships, and conducting/coordinating, promoting, and disseminating research on issues affecting veterans living in rural areas. The ORH government staff requires support in order to meet its legislative mandate. This support shall be provided by contractor personnel. The VA Office of Rural Health is searching for contractors with significant expertise and academic affiliations in rural health policy, regulation, and health networks to assist it in the performance of ongoing operational activities (including but not limited to on-going communications, meeting/conference/symposium support, initiative tracking, and pilot project development) of the ORH. The contractor shall assist the ORH in rural health studies and analysis, including, but not limited to, Congressional, Administration, programmatic, or other initiatives. The Contractor shall assist and engage in studies and analysis along the following areas of focus: access, quality, workforce development and retention, information technology, and research and best practice development, and shall also assist in identification of areas of investigation for pilot projects and assist ORH staff in their development of pilot projects and related publications. Vendors must provide the ability to partner with Service Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, Small Businesses, Women-Owned Small Businesses, and Small Disadvantaged Businesses in performing the services identified. Included shall be information pertaining to successful achievement of subcontracting goals/plans on previous requirements. Interested vendors may submit their capabilities and qualifications to provide the services identified via email to Frank Flutter at Frank.Flutter@va.gov not later than 4:00 PM EST May 19, 2008. Vendors are asked to provide three past performance references for the capabilities identified. Include the Project title, Description of the project, Contract number, Contract amount, Government Agency/Organization and Point of Contact, and phone number/email address.
