- This synopsis is issued for a Request For Proposals (RFP) for Air Traffic Controllers (ATC) for the United States Army Air Defense Artillery Center Fort Bliss (USAADACENFB), Texas, Airfield Division. The Contractor shall provide all personnel, equipment, supplies, and supervision, except as specified herein as government-furnished, and other items necessary to perform all Air Traffic Controller functions for the ATC Branch, Aviation Division, Directorate of Plans, Training, and Mobilization (DPTMS), Fort Bliss, Texas. This solicitation is unrestricted and the North American Industry Classification System (NAICS) code for this acquisition is 488111. Proposals are due by 29 May 2008, at 10:00 a.m. (MST). The solicitation will be posted at https://acquisition.army.mil/asfi/ A Firm Fixed Price, Requirements type contract is anticipated to be the result of this solicitation. This solicitation will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis, considering past performance. Technical acceptability is comprised of, but not limited to, Army Air Traffic Control Experience, comprehensive staffing plan, and ability to meet controller certification requirements. Past Performance data must be submitted with proposal to include relevant current and past government contracts in the last three (3) to five (5) years, or other relevant contracts servicing customers of similar size to Fort Bliss, Texas. Your response must demonstrate your experience and capability of providing the requirements. The Government will evaluate price proposals for all technically acceptable offerors and intends to award without discussions. Therefore, the offerors' initial responses should contain their best terms from a technical and price perspective. The Government intends to award a single contract resulting from the solicitation, to the offeror whose response conforms to the Performance Work Statement and is technically acceptable, and provides the lowest total estimated price, calculated by adding all base effort CLINs and all optional year CLINs. A manpower reporting requirement is required during the period of performance which can be accessed at https://contractormanpower.army.pentagon.mil, and must be added as a separate CLIN (CLIN 0003). This award is anticipated to have a period of performance of base year with four (4) option years. Offeror proposal shall be valid for a minimum of 60 days to be acknowledged in the offerors proposal. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Texas State Law, Occupational Safety and Health Administration (OSHA) regulations, Fort Bliss and Army regulations. Payment is expected to be made by electronic funds transfer (EFT), and the awardee must be registered in the Central Contractor Registration (CCR) (www.ccr.gov) to receive a government contract award.
