Description
On or about 22 May 2008, this office will issue Request for Proposals for preconstruction services for the CHAPEL COMPLEX, PN 02239 at FORT BLISS, TEXAS. The solicitation will close on or about 24 June 2008. This solicitation is an Early Contractor Involvement (ECI) which is similar to Construction Management at Risk used by industry. The scope of services under this proposed contract includes a base contract that is predominately preconstruction services with an option for construction of the Chapel Complex at the successful end of the base contract. The Omaha District will be doing the Design and the contractor the construction. This solicitation is RESTRICTED TO HUBZONE SMALL BUSINESS PARTICIPATION. The project consists of constructing an Army Standard Chapel Complex featuring a 600-seat sanctuary and a 580-seat activity center and incorporates the following spaces: education classrooms, multipurpose room, Blessed Sacrament room, sacristy/robing room, choir room, resource center, nursery, restrooms, kitchen, storage, and administrative space. The total space requirement for the primary facility is approximately 32,900 SF. Supporting facilities outside the 5 foot line of the building will be done by others, which includes utilities; electric service, emergency and security lighting; fire protection, detection and alarm systems; paving, walks, curbs and gutters; parking; storm drainage; information systems; landscaping and site improvements. Access for individuals with disabilities will be provided. Heating and air conditioning will be provided with separately-zoned, self-contained units. Demolition includes hazardous material abatement and removal of existing Chapel. Antiterrorism/force protection (AT/FP) measures are included. Building Information Modeling (BIM) compatible with Bentley BIM file format and USACE Bentley BIM V8 Workspace will be required. The Contractor will be competitively chosen using a Best Value Source Selection procedure. The estimated construction cost of this project is between$5,000,000 and $15,000,000.
