Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Parts 12 and 13 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number NFFKAE10-8-37463 is issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The U.S. Department of Commerce/NOAA Office for Law Enforcement requires twenty-five type-approved Mobile Transmitting Units (MTU) in support of the National Vessel Monitoring System, a satellite based vessel tracking system. The system utilizes mobile transmitting units which have been type approved by the Office for Law Enforcement after a testing and certification process required by law. Implementing regulations requiring type-approval can be found at http://origin.www.gpoaccess.gov/fr (volume 73, Number 21) (Pages 5813-5817) dated January 31, 2008, Department of Commerce, National Oceanic and Atmospheric Administration RIN 0648-XF16. All equipment and service shall be operational and include standard warranty support for a period of not less than two years from the date of installation. Delivery and installation will occur at two locations and must be completed by June 27, 2008. Seven (7) MTUs shall be delivered/installed at Pago Pago, American Samoa and eighteen (18) MTUs shall be delivered/installed at Honolulu, Hawaii. Complete installation of each new MTU with all required materials, including necessary cabling, hardware for mounting, to properly operate the MTU in accordance with OLE VMS program requirements must be included. For each vessel, the following information will be provided to the contractor identifying: vessel name, vessel owner name, vessel owner address, vessel owner phone number, vessel owner email address (if available), port associated with installation, location and required delivery and installation dates. As part of accomplishing the installation, the contractor must coordinate with OLE recordation of all MTU serial numbers and affix the required Department of Commerce personal property control number to the unit. Government acceptance shall be contingent upon the required signal and data to OLE. The contractor shall be responsible for acquiring personnel with substantive experience and the appropriate skill set to perform all work. All deliverables must meet professional industry standards in accordance with Regulation 50 CFR Part 660 including installation and unit's performance. The contractor must acknowledge the critical infrastructure of the vessel monitoring system by signing a non-disclosure agreement. All items delivered and installed must meet professional industry standards in accordance with Regulation 50 CFR 660. Specify the MTU unit price, MTU installation price (see Bid Schedule and Delivery Schedule). The resulting purchase order shall be negotiated on a firm-fixed price basis. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-25. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, and (iii) price. FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. FAR 52.232-1, Payments, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7608, Silver Spring MD 20910, to be received no later than 5:00 p.m., May 14, 2008. Responses must be no more than 10 pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ.
