Description
The Space and Naval Warfare Systems Command (SPAWAR), Program Executive Office- Command, Control, Communications, Computers, Intelligence (PEO-C4I), Program Office PMW 150 intends to award a sole source Cost Plus Award Fee (CPAF) contract to Northrop Grumman Space and Mission Systems, Command and Control Systems Division, 12011 Sunset Hills Road, Reston, VA, 20190. Northrop Grumman will provide an additional 12 months of GCCS-M Increment 2 software development and systems engineering services, with an option to extend services through the Milestone C threshold date or 30 April 2010, whichever is later. GCCS-M is scheduled to achieve Milestone C in Q1 FY10. Past experience has identified that deficiencies recognized during developmental testing will need to be fixed to achieve a Milestone C decision. As the prime developer and integrator of GCCS-M, the continued support of Northrop Grumman is critical to obtain a MS C decision. Award of the Increment 2 Development contract to an alternate vendor would jeopardize Milestone C and result in an estimated schedule delay of 6 to 12 months. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in its continued review of the sole-source nature of the requirement. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. Industry Classification System (NAICS) Code for this requirement is 541511. The solicitation will be issued without further notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Award will be made in accordance with FAR Part 15, Contracting by Negotiation. Contract award date is anticipated to be 25 September 2008.
