Description: This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposals are being requested and a written solicitation will not be issued. The solicitation number is W912P6-08-Q-0014 and is issued as a request for quotation (RFQ), incorporate provisions and clauses that are in effect through Federal Acquisition Circular 2005-15. The provisions at 52.212.1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause 52.212-4, Contract terms and conditions-Commercial Items and clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34. THIS PROCUREMENT IS OPEN AND UNRESTRICTED TO BUSINESS CONCERNS, THE NAICS 423610, WITH A SIZE STANDARD OF 500 EMPLOYEES OR LESS. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror who submits the lowest aggregate price. DESCRIPTION OF GOVERNMENT REQUIREMENT: The contractor is required to furnish electrical cable as specified herein. 5kV, MV-90, 4/0 - AWG, 37 - strands, single conductor, non - shielded, non–armored Specifications: 1. CONDUCTOR: Class 8 compressed stranded, annealed, tinned copper per ASTM 8-3 and B-8; 2. INSULATION: Single permashield construction, which consists of a layer of high dielectric constant extruded non-conducting material over the conductor. Insulations an extruded thermosetting ethylene propylene rubber (EPR) compound; 3. OVERALL JACKET: Thermosetting flame retardant compound of chlorosulfonated polyethylene (CSPE); 4. STANDARDS: Listed by UL as Type MV-105 per Standard 1072 in wet and dry locations. Meets requirements of ICEA S-68-516 (NEMA WC8). Each finished length of cable on a shipping reel passes an AC and DC voltage withstand test, applied for five minutes; 5. AMPACITY: Based on three single conductor cables in isolated conduit in air per NEC Table 310-73 with a conductor temperature of 90 C and an ambient temperature of 40 C; 6. TEMPERATURE: 90 C; and 7. VOLTAGE: 5kV BID SCHEDULE: Proposals for this acquisition shall be furnished on Company Letterhead, using the format shown below. ITEM NO 0001: DESCRIPTION SUPPLIES/SERVICES: Electrical Cable; Firm Fixed Price (FFP); QUANTITY: 3,400 FEET; UNIT PRICE $_________________; LINE ITEM NET AMOUNT $__________________ ITEM NO 0002: DESCRIPTION SUPPLIES/SERVICES: Delivery and Unloading Charge; Firm Fixed Price (FFP); QUANTITY: 1 Lump Sum; UNIT PRICE $_________________; LINE ITEM NET AMOUNT $__________________ GOVERNMENT’S REQUIRED DELIVERY DATE: 2 June 2008. DELIVERY LOCATION: The contractor shall deliver and unload the electrical cable to the Chicago District’s Electric Fish Barrier 1 Project Site, which is located at the Chicago Sanitary and Ship Canal, Romeoville Road Bridge and South Frontage Road in Romeoville, Illinois 60446.
