Description
NASA/DFRC has a requirement for 1500 SR71 Blackbird Books From Archangel to SeniorCrown: Design and Development of the Blackbird author Peter Merlin.[SPECIFICATIONS]The Lockheed Blackbirds hold a unique place in the development of aeronautics. In theirday, the A-12, YF-12, M-21, D-21, and SR-71 variants outperformed all other jet airplanesin terms of altitude and speed. Now retired, they remain the only production aircraftcapable of sustained Mach 3 cruise and operational altitudes above 80,000 feet. This isthe first book to address the technical aspects of these incredible aircraft. The authordescribes the design evolution of the Blackbird, from the Archangel to the Senior Crown(the Air Forces SR-71.) He describes in detail the construction and materials challengesfaced by Lockheed, as well as the Blackbirds performance characteristics andcapabilities. A NASA historian, the author describes NASAs role in using the aircraft asa flying laboratory to collect data on materials, structures, loads, heating,aerodynamics, and performance for high-speed aircraft. The reader will benefit from thebooks discussion of the technical and programmatic lessons learned. NASA/DFRC intends to purchase the items from American Institute of Aeronautics andAstronautics. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 17, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications [are/are not] acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
