- The Perry Lake Project Office, US Army Corps of Engineers, Perry, KS, has a requirement for Herbicide Spraying Services. The annual Period of Performance is approximately 01 April through 30 September. In accordance with FAR Part 52.212-2 Evaluation Commercial Items (Jan 1999), the Contracting Officer will evaluate responsible offers on the basis of best value to the Government. In addition to using pricing as a determining factor, an evaluation of the contractors related past performance and experience will be considered. The Contractor shall furnish all manpower, equipment, tools, supervision and all necessary items required to provide the required services. The standard industrial code is 0782. The NAICS code is 561730. This will be a 100% Small Business Set-Aside Acquisition. The Small Business Size Standard is $6,500,000.00. The solicitation will contain a base period plus two option periods. The base year period of performance runs from approximately 01 June to 30 September 2008. The period of performance for option period 1 runs from 01 April to 30 September 2009. The period of performance for option period 2 runs from 01 April to 30 September 2010. All responsible sources may submit an offer, which will be considered by this agency. THIS IS NOT A SOLICITATION. The solicitation will be posted on or about 9 May 2008. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contractor Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of an offer, an offeror acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Prior to quoting, vendors must also complete the Online Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at https://orca.bpn.gov/. Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https://orca.bpn.gov/ as a prerequisite to receiving solicitation, to update the representations and certifications as necessary, but at least annually, to keep them current, accurate and complete, and to make changes that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation. New procedures being implemented for U.S. Army Corps of Engineers solicitations will require that all potential offerors, to include Prime Contractors, subcontractors, suppliers, plan rooms and printing companies, register in CCR and www.fedbizopps.gov in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, will be published in electronic format at www.fbo.gov. There will be no printed hard copies or CD-ROM Disks provided by the agency for this solicitation.
