- The Federal Bureau of Investigation(FBI) intends to negotiate a brand name, sole-source, firm-fixed price contract with Van Cleve and Associates in Alexandria, VA 22308 under Request for Quote (RFQ) E006414. This notice will be distributed solely through the General Services Administration’s Federal Business Opportunities (FBO) website www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Brand-name/Sole Source Justification: Based on extensive testing and market research conducted with knowledgeable individuals in the Government and the related industry, only one responsible source can provide the requested stereo (two-channel) system. Tieline Technology via Van Cleve and Associates, the Regional supplier of the manufacturer – Clarifying Technologies, Incorporated, is the only known source that meets the stereo CODEC capability via a singular telephone line. The algorithm allows the user to egress audio over standard POTS(Plain Old Telephone System), 7.5kHz over standard CSD GSM network, WIFI(DSL) Internet, Broadband 3G cellular networks and up to 15kHz over HSCSD GSM networks by the use of the Intellirnix G3 and Pursuit G3. In addition to the testing that was completed in the past, these systems are the only units known to be compatible with existing equipment previously deployed. Van Cleve and Associates will provide the following items: 1.CS500 Pursuit 4 Input Codec with Pots Module – QTY – (13) 2.CS400 Intellimix 4 Output Codec with Pots Module – QTY – (10) 3.CSPOTS Pots Module – QTY – (23) 4.CS550-KIT – CS550 Tracer TX/RX Complete Kit with POTS Modules, IP and CS500CP – QTY – (3) 5.CS3G-ATT – CS3G-ATT 3G HSDPA/GSM Wireless Module – QTY – (3) 6.CSG3-SPR - 3G EVDO Wireless Module – QTY – (3) 7.CS3G-VER – 3G EVDO Wireless Module – QTY – (3) 8.CS550LEMO – CS550 Lemo Connector for (12 VDC Power) – QTY – (3) 9.AUTOPWR550 – CS550 Tracer Auto Adapter “Cigarette Lighter Adapter” with Lemo Connector – QTY – (3) 10.CSBLANK – Module Slot “Blank” Cover – (3) This Notice of Intent is not a request for competitive quotations, however, interested parties may identify their interest and capabilities to respond to this requirement or submit quotes to this office by May 16, 2008 at 4:00PM EST, via facsimile at 703-632-6103 or via mail to the attention of Renee L. Braun, Contracting Officer, FBI Engineering Research Facility, Quantico, VA 22135. E-mail quotes/capabilities will also be accepted at rbraun@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 334210 and the small business size standard is 500 employees. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
