Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service/Northeast Fisheries Science Center is issuing notice of intent to negotiate a sole source procurement with Rhode Island Natural History Survey. This requirement is to develop/maintain the Large Marine Ecosystem (LME) information portal for LME research, assessment, and management. Rhode Island Natural History Survey will maintain a geospatial information portal and Internet Map Server (IMS) for the distribution of information relative to LMEs around the world and specifically to the 23 LMEs of the region of the Asia-Pacific Economic Cooperation (APEC). The IMS is specifically designed to update and broadcast information on the changing states of LMEs globally in relation to five LME modules, (1) productivity; (2) fish/fisheries; (3) pollution/ecosystem health; (4) socioeconomics; and (5) governance. Rhode Island Natural History Survey is the world expert in generating and distributing geospatial information from the five LME information modules. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 541620. The size standard is $6,500,000. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time May 19, 2008.
