Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ512385 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for high vacuum deposition system. Specifications include: self contained 60 lps turbo molecular pump, self-contained two-stage mechanical pump, pneumatically actuated high vacuum valve, integral LN2 cold trap, touch pad with graphics capability, stainless steel baseplate assembly with multiple feedthroughs, single full range hot filament gauge, automatic venting, 12 inch x 12 inch bell jar assembly including lift, expanded metal safety guard for bell jar, 1 kVA evaporation power supply, switchable between two sources, one pair 12 inch adjustable filament holders, carbon yarn evaporation accessory, 25 feet carbon yarn, carbon shield, AC glow discharge with touchpad inlet gas, and power cord. Specific evaluation criteria are: (1) Ability to meet the technical specifications and (2) ability to deliver on time. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
