Description
Provide Asphalt Sealant & Tools for Grand Canyon NP5/2/2008 1) This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote, #Q8219080925. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service (NPS) contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 324121; Small business size standard: $750,000. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit a quote that shall be considered by the NPS. Quoters shall e-mail quotes to GRCA_Contracting@nps.gov or fax their quotes to 928 226-6989, Attn: Freddi Steele. Quotes shall be submitted to insure arrival by 2:00 pm Mountain Standard Time, Friday, May 16, 2008. The anticipated award date is on or about Wed., May 21, 2008. Line Item #: 2, Description: Squeegie 24", for use with asphalt sealant, Quantity: 3 each, Unit Price: $____________, Total Price: $____________. Line Item #: 3, Description: Squeegie 36", for use with asphalt sealant, Quantity: 5 each, Unit Price: $____________, Total Price: $____________. Line Item #: 4, Description: carbon steel broom brush, Quantity: 2 each, Unit Price: $____________, Total Price: $____________. Line Item #: 5, Description: carbon steel broom handle, Quantity: 2 each, Unit Price: $____________, Total Price: $____________. Line Item #: 6, Description: Freight, Quantity: 1 lot Unit Price: $____________, Total Price: $____________. 3) Statement of Work:Description: The contractor shall supply, transport and deliver line items 1-5 including 65 55-gallon drums of asphalt sealant, Gator Pave brand or equal, and specified tools and accessories. The NPS shall be responsible for unloading of the drums and other items. The NPS shall inspect the drums and other items at the time of delivery and shall reject any that do not conform to the requirements stated above. The contractor is responsible for return and replacement of rejected drums and items. The contractor shall determine and adhere to all roadway use regulations for all roads between their facility and the delivery site. Delivery and Period of Performance: The contractor shall deliver items 1-5 to Grand Canyon National Park, NPS Warehouse, located at 1576 Shuttle Bus Rd., Grand Canyon, Arizona 86023. The contractor shall commence deliveries within 7 days of date of award and shall complete all deliveries by May 29, 2008. The contractor shall coordinate the exact dates and times of delivery with the NPS Warehouse, Suzanne Davis at 928 638-7719, Bill Allen at 928 638-7635 or Kathy Welborn at 928 638-7829 at least one week in advance to ensure availability of forklift certified personnel. Submittals: At the time of delivery, the contractor shall provide itemized delivery tickets. Invoices shall be submitted electronically to Freddi_Steele@nps.gov, or via the US Mail to National Park Service, 1824 S. Thompson St., Flagstaff, AZ 86001, Attn: Freddi Steele. 4) Clauses and Provisions: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes shall contain the following: a) contractor provided information that responds to the evaluation factors noted below; b) price proposal for contract lines noted above; c) Quoters shall complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items; d) acknowledgement of any solicitation amendments. Clause 52.212-2, Evaluation-Commercial Items, applies to this acquisition. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. Clause 52.211-6, Brand Name or Equal, applies to this acquisition. Description and specifications for line item 1 include "polymer modified asphalt emulsion fortified with fibers, rubber, and aggregate" to provide excellent filling and flexural characteristics. The item is to be a non-hazardous, environmentally friendly, waterbased patching material containing less than 150 grams per liter volatile organic content (VOC), which meets the following material requirements when tested in accordance with ASTM D140, ASTM D466, ASTM D529, ASTM D2939, and ASTM D244 procedures. Additional characteristics to include Adhesion & Resistance to Water (Non Penetration or Loss of Adhesion), Resistant to Heat (No Blistering or Sagging), Flexibility (No Cracking or Flaking), Resistance to Impact (No Chipping, Flaking, or Cracking). Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-1, 52.225-13, and 52.232-29.
